Speaking with SGGP reporters, comrade Vo Van Minh (photo) , Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Council, emphasized: The session has a particularly important meaning, demonstrating a proactive spirit, unity of will and high political determination in concretizing policies and tasks after the merger of administrative units.
Maintain seamless connection between representatives and citizens
- REPORTER: Sir, previously, the HCMC People's Council held its first session on the very first day of operating the two-level local government (July 1). What does this urgency mean for the city's development in the new period?
- Chairman of the People's Council of Ho Chi Minh City VO VAN MINH: Immediately after the ceremony to announce resolutions and decisions on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing communes, wards and special zones in Ho Chi Minh City, the People's Council of Ho Chi Minh City urgently organized the first meeting on July 1 to pass resolutions on the organizational apparatus and personnel of the People's Council and People's Committee.
This urgency aims to promptly institutionalize the apparatus and personnel, ensuring uninterrupted operation of the apparatus, to maintain a seamless connection between delegates and the people. At the same time, advise on the development of operating regulations for the People's Council, the People's Council Standing Committee, People's Council committees, People's Council delegations and People's Council delegates; notify the assignment of tasks to People's Council delegations; provide professional training for People's Council delegates at the commune level and agencies and staff assisting the People's Council.
The Standing Committee of the Ho Chi Minh City People's Council proactively established 5 working groups headed by the Chairmen and Vice Chairmen of the People's Council, to conduct field surveys in communes, wards and special zones. Thereby, promptly recording the advantages and difficulties in the early days of operating the 2-level local government; at the same time, recording the recommendations and proposals of the grassroots to promptly synthesize and request the Ho Chi Minh City People's Committee and relevant agencies to promptly resolve, creating favorable conditions for local operations.
- Through the survey, how do you evaluate the operation of the new apparatus at the facility after more than 3 weeks of operation?
- The survey results show that the political system in communes, wards and special zones has quickly come into operation and is relatively smooth. Units have developed working regulations and clearly assigned tasks to cadres and civil servants. Coordination between agencies has initially basically ensured the assigned responsibilities and powers.
In particular, we clearly feel the enthusiasm and responsibility of the staff and civil servants in performing their duties, although in some places the material conditions are still difficult.
However, through the survey, we noted certain difficulties in localities such as facilities; working equipment; information technology infrastructure not meeting work requirements; decentralization, authorization and operation according to the new process still have some problems, are not synchronized, reducing the initiative and operational efficiency of the wards... Thereby, the People's Council of Ho Chi Minh City promptly requested the People's Committee of Ho Chi Minh City and related units to consider and resolve so that the apparatus operates smoothly and serves people and businesses better.
Create post-merge synchronization
- What are the key contents of the second session, comrade?
- At this session, the City People's Council will listen, discuss, consider and give opinions to decide on the following important contents:
Firstly, the People's Council of Ho Chi Minh City will evaluate the results of the implementation of the socio -economic development plan, national defense and security in the first 6 months of the year; propose key tasks and solutions for the last 6 months of 2025. The task of the People's Council of the city at this session is to assess the actual results achieved, identify the remaining limitations and shortcomings, thereby proposing key tasks and solutions for the last 6 months of 2025 to continue to develop Ho Chi Minh City.
Second, the City People's Council will listen to the Vietnam Fatherland Front Committee of Ho Chi Minh City report on the results of the Front's activities in participating in government building and synthesizing voters' opinions and recommendations.
Third, review, discuss and give opinions on reports on the performance of the City People's Council in the first 6 months of the year and the key work program for the last 6 months of 2025; report on the results of the People's Council's thematic supervision of "Implementation of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City"; approve the 2026 supervision program and the Working Regulations of the People's Council, the Standing Committee, committees, delegations and delegates of the City People's Council.
Fourth, the City People's Council will consider and pass important resolutions to promote socio-economic development, improve people's lives, especially to resolve practical issues arising in the process of arranging administrative units and organizing two-level local government in Ho Chi Minh City.
Fifth, the HCMC People's Council will carry out personnel work within its authority, in accordance with Party regulations and State laws.
It can be said that the issues considered, discussed and resolved at this session are of great significance, contributing to the successful implementation of the socio-economic development goals and tasks in 2025, creating a foundation for the successful implementation of the Resolution of the 11th City Party Congress and the socio-economic development plan of Ho Chi Minh City for the 5 years 2021-2025.
- To improve the effectiveness of the People's Council's operations in conjunction with the implementation of Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, what tasks will the Ho Chi Minh City People's Council carry out in the coming time?
- We have determined to strongly transform and take advantage of information technology achievements to support all aspects of work. Currently, the Ho Chi Minh City People's Council is completing an internal application for delegates (Ho Chi Minh City People's Council app) to serve the work of the council. This application aims to conduct paperless meetings, conduct electronic voting, promptly provide information documents to delegates as well as help delegates monitor and look up legal documents. The application also helps delegates look up and monitor voters' recommendations and resolve citizen complaints and denunciations.
Voters' opinions from 168 communes, wards and special zones will be digitized and updated into the system, helping delegates easily monitor, supervise and update the progress of settlement to promptly inform voters.
In addition, we upgraded the Ho Chi Minh City People's Council website into an electronic portal to provide information to voters; expanded interaction via fanpage so that people can send feedback conveniently and quickly.
- The 10th term of the HCMC People's Council currently has 205 delegates, representing the voices of more than 14 million HCMC residents. What do you expect and advise the delegates to promote their role as a bridge between the people and the government in the new period?
- The delegates of the HCMC People's Council are those who are trusted and elected by voters in the three regions. The delegates have practical experience, understand the locality and have shown a high level of responsibility over the past time. With good coordination and quick participation, I believe that each delegate will continue to promote their best capacity, intelligence and enthusiasm to fulfill their responsibilities as a People's Council delegate; at the same time, they will be a solid bridge between the people and the government.
The delegates of the HCMC People's Council are not only those who participate in issuing resolutions, but also act as a bridge between the Party's will and the people's will. To fulfill this responsibility, each delegate must proactively study and understand each policy and guideline to effectively propagate and mobilize the people to implement the resolutions of the People's Council. At the same time, they must constantly pay close attention to reality, listen and promptly reflect the legitimate thoughts and aspirations of voters so that the people's voice is always fully reflected in each important decision.
The Standing Committee of the People's Council, the People's Council committees, and the People's Council delegations will closely coordinate with the Ho Chi Minh City National Assembly Delegation and the Ho Chi Minh City Vietnam Fatherland Front Committee to step up supervision and propaganda work to all the people and voters of the city to effectively implement the proposed resolutions.
