5th Session, 15th National Assembly: Supervising to the end in resolving voters' petitions

On the afternoon of May 26, continuing the 5th session, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the Hall to listen to the Report and the examination report on the draft Law on Management and Protection of National Defense Works and Military Zones; and discussed the results of the supervision of the settlement of voters' petitions sent to the 4th session of the 15th National Assembly.

Speaking at the discussion session, agreeing with the report on the results of monitoring the settlement of voters' petitions sent to the 4th session of the 15th National Assembly , the delegate said that voters welcomed the strong and comprehensive changes in the activities of the National Assembly, which are increasingly democratic, public and transparent. The discussion on monitoring the settlement of voters' petitions is also an innovation so that the National Assembly can increasingly connect more closely with voters.

The delegate said that including this content in the Agenda of this Session for National Assembly deputies to discuss together is very correct, meeting the expectations of voters and people... At the same time, he affirmed that the discussion will contribute to a comprehensive and complete assessment of the results as well as the shortcomings and limitations in receiving, classifying and resolving voters' petitions by the National Assembly, ministries and branches.

The opinions sent to the National Assembly by voters are very diverse, reflecting multi-dimensional content from the grassroots, including assessments of outstanding results in the activities of the Party, State, and National Assembly as well as difficulties and obstacles that voters and people are facing. Up to this point, 99.8% of voters' recommendations have been resolved and answered. Delegates said that this result demonstrates the great efforts and determination of the National Assembly and the Government in leading, directing, and implementing socio -economic development tasks. However, although some recommendations have been received and resolved, they have been slow to change and have not been resolved promptly due to the lack of close coordination between ministries, branches, and localities.

Delegates suggested that the report should clarify which areas have had positive changes, which agencies have made clear progress in resolving voters' petitions, especially in monitoring the results of the resolution, and how responses to voters' petitions have had an impact.

The delegate also pointed out that, for specific petitions, the responses of some ministries and branches are often general, citing this law or that without providing specific guidance on how to resolve them. This makes voters feel unsatisfied. When receiving written responses, some written responses do not provide guidance or resolution, which voters are expecting. Some agencies, departments and branches do not respond correctly, focused or to key points. In addition, some agencies, ministries and branches are still slow and have not promptly considered and responded to voters' petitions. This makes the review and urging process of the National Assembly delegations and the People's Petitions Committee take a lot of time and effort.

Therefore, in order for the work of resolving voters' petitions to be effective, in accordance with the nature and purpose and to resolve petitions, not just to respond to voters' petitions, delegates should request that for specific issues, cases of handling policies and regimes for meritorious people or petitions to remove obstacles in processes and procedures that localities are stuck with, the response should include specific instructions, a careful review of case files, and detailed responses so that voters and relevant departments and branches can apply them to resolve the root cause...

The delegates also requested that the People's Petition Committee pay more attention to and urge the response to voters' petitions to central ministries and branches, especially voters' petitions that have been received and implemented but not yet completely resolved. When developing the plan, the People's Petition Committee should pay attention to monitoring the content of responses to petitions for cases that are slow, have many outstanding concerns, and issues that voters have petitioned many times and have been answered but have not had positive changes.

In the coming time, the delegates suggested that the National Assembly and the National Assembly delegations continue to conduct supervision to the end. Responding to voters' opinions and recommendations should not only be supervised in terms of the quantity of responses, but also need to deeply supervise the quality of the responses, the response time of ministries and branches to meet the requirements of voters and people, ensure compliance with legal regulations or not... contributing to continuing to create trust of voters and people in the National Assembly.

Expressing opinions on the fact that local leaders and departments directly answered many issues related to voters' opinions and recommendations, delegates assessed that the National Assembly delegations and localities have made great efforts in resolving voters' recommendations, through many different channels, not only through voter contact.

Accordingly, many delegations of National Assembly deputies in the process of meeting voters have the participation of provincial leaders, district and commune leaders and departments and branches directly answering many issues related to voters' opinions and recommendations. Therefore, the total number of recommendations sent by voters to the National Assembly has decreased significantly. Many recommendations of voters and people related to people's lives, implementation organization, and responsibility of local authorities have been resolved at the local level to a large extent.

The delegate said that in reality, the effective handling of voters' petitions also directly affects the socio-economic development of each locality, each area, each residential area, and greatly affects the daily lives of the people.

The delegate cited the Prime Minister’s Decision 861/QD-TTg which directly affects people’s lives and the sustainability of health insurance cards; in the Central Highlands provinces, people living near lakes, rivers and streams face many difficulties in building houses and serving production. The story of ethnic minorities lacking raw materials has been going on for many years now… but has not been resolved.

Therefore, delegates hope that ministries and branches will put themselves in the position of voters to resolve people's problems and difficulties, to answer and resolve voters' petitions thoroughly and to truly resolve them...

Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong said that at this Session, the National Assembly for the first time discussed at a plenary session to review the results of monitoring the response to voters' petitions and received special attention from National Assembly deputies, voters and people nationwide, demonstrating the role and responsibility of the National Assembly to voters.

Vice Chairman of the National Assembly Tran Quang Phuong stated that this is the highest form of supervision of the National Assembly, contributing to promoting the responsibility and quality of implementation of functional agencies. This is also a rich practical basis for implementing the legislative, supervisory and decision-making functions of the country and the National Assembly.

Vice Chairman of the National Assembly Tran Quang Phuong noted that the discussion in the hall took place in a lively atmosphere, with frank, enthusiastic, objective and practical opinions, focusing on many areas of economic and social life. Many opinions mentioned specific cases in provinces and cities that have lasted for many years.

Vice Chairman of the National Assembly Tran Quang Phuong said that the opinions of the National Assembly deputies and members of the Government have been recorded and fully transcribed. The Secretary General of the National Assembly will have a summary report to send to the National Assembly deputies for monitoring and forward to the agencies for synthesis, response and research. At the same time, these contents will be included in the General Resolution of the 5th Session.
