Implementing the plan to reinforce rural roads with the goal of building a smooth, sustainable, and standardized transportation system, localities in the province have proactively mobilized diverse resources and effectively integrated them with national target programs. As a result, many transportation projects have been implemented quickly, meeting the requirements of socio-economic development.
In Chan Mong commune, with a total length of over 266km of rural roads, the local Party committee and government have focused on decisive leadership and direction, leveraging the combined strength of the entire political system and the people.
According to Chairman of the People's Committee of Nguyen Anh Hung commune: "In the period 2020-2025, the total investment in basic construction of the commune reached over 186.2 billion VND, with the majority allocated to the development of transportation infrastructure. To date, the percentage of rural roads that have been paved has reached nearly 79%, fulfilling the target set by the Resolution of the Commune Party Congress for the 2020-2025 term. The synchronously invested rural transportation system has facilitated production and daily life for the people, contributing to attracting investment and promoting socio-economic development. The average per capita income in 2025 is expected to reach over 48 million VND/person, and the poverty rate will decrease to 3.44%. In the 2025-2030 term, the commune will continue to identify the development of transportation infrastructure as one of the important breakthroughs to create a foundation for sustainable development."

Residents of Zone 2 - Thanh Uyên, Hien Quan commune, voluntarily donated land and demolished structures to upgrade and expand rural roads.
The rural road construction movement has spread strongly throughout the province, not just in Chan Mong. With a spirit of voluntarism and responsibility, the people actively donated land, contributed labor, and dismantled structures to expand transportation routes.
According to statistics from the Fatherland Front Committees at all levels, in 2024 and 2025, under the motto "The State and the People work together," the people of the entire province donated over 7 million square meters of land, contributed more than 3.5 million man-days of labor, and over 805 billion VND in cash and materials to build rural infrastructure, with the majority dedicated to building new and expanding rural roads and field roads. The movement of donating land for rural road construction has spread widely throughout the province, from the plains to the mountainous and highland areas.
In practice, the "State and People Working Together" model not only effectively mobilizes social resources but also promotes the people's role as owners and supervisors – a key factor in ensuring sustainability in rural transportation infrastructure development.
Building new rural areas quickly and sustainably.
From the experiences of many localities, it can be seen that "opening the way" means opening up opportunities for development, creating a foundation for the industrialization and modernization of agriculture and rural areas. Recognizing that transportation is one of the most challenging criteria in building new rural areas, all levels and sectors have implemented many solutions to overcome difficulties and accelerate progress.

The transportation routes in Van Xuan commune have been invested in and constructed, creating favorable conditions and connecting transportation in the region.
Lien Chau commune, one of the localities that has achieved advanced new rural standards, is a clear example of the effectiveness of this approach. With a rural road paving rate of over 93%, the commune's transportation system has been invested in comprehensively and modernly, effectively meeting the needs of travel and production.
According to Comrade Phan The Huy – Secretary of the Party Committee of Lien Chau commune, during the period 2021-2025, the Fatherland Front and other organizations mobilized people to donate over 4.8 million square meters of land and assets on the land to expand rural roads and build public welfare facilities. The total contributed funds exceeded 1,000 billion VND, of which nearly 600 billion VND was contributed directly by the people; over 1.9 million man-days of labor were contributed to upgrading the projects, including many transportation projects.
Thanks to the active involvement of the entire political system in implementing the National Target Program for New Rural Development, rural road development in the area has progressed strongly. Many roads have been newly built or upgraded; the rate of paved roads has increased significantly. Post-investment maintenance has been emphasized; specific regulations for management and maintenance have been established; and the role of community supervision has been effectively promoted, creating a solid foundation for socio-economic development.

The national target program for building new rural areas, linked with the development of transportation infrastructure, has received decisive involvement from the entire political system and positive responses from the people. As a result, by the end of 2025, the province had 84 out of 133 communes meeting the new rural area standards (accounting for 63.2%), including 3 communes meeting the advanced new rural area standards; and 525 residential areas meeting the model new rural area standards. Notably, 100% of communes have solidified roads leading to their centers, and the rate of hardened rural roads throughout the province reached 81.5%.
These results not only affirm the correctness of the policy but also create an important foundation for the province to continue developing a synchronous and modern transportation system; shortening the gap between rural and urban areas, between mountainous and lowland regions; attracting investment, promoting economic restructuring, and improving the lives of the people.
Building on the achievements already made, with high determination and the consensus of the entire political system and the people, the rural transportation system will continue to be expanded and improved, creating new development opportunities. This is also the foundation for the province to improve the quality of new rural development criteria, aiming for the goal of having over 85% of communes meeting new rural development standards by 2030, and over 40% meeting advanced new rural development standards; rural income will double compared to 2025, and there will be virtually no more poor households.
