Accordingly, the Church decided to discipline Venerable Thich Chan Quang by prohibiting him from preaching in any form; and not hosting events that gather large crowds at Thien Ton Phat Quang Pagoda and other locations for two years.
The Church also requested Thien Ton Phat Quang Pagoda and Venerable Thich Chan Quang to withdraw all the Three Jewels Refuge Sects that contain content that self-corrects one of the five precepts that is not in accordance with the five basic precepts for lay Buddhists established by the Buddha. At the same time, Venerable Thich Chan Quang must remove all sermons that cause social confusion.

At the same time, Venerable Thich Chan Quang and the Management Board of Thien Ton Phat Quang must rectify the activities of Buddhist monasteries and Buddhist youth groups in provinces and cities; and not post Venerable Thich Chan Quang's lectures on social media platforms during the time Venerable Thich Chan Quang is in retreat for repentance at Thien Ton Phat Quang.
The Standing Committee of the Executive Council assigned the Central Sangha Council, the Central Legal Committee, and the Central Control Committee of the Vietnam Buddhist Sangha to supervise the disciplinary action against Venerable Thich Chan Quang for 2 years.
The Church also assigned the Executive Committee of the Vietnam Buddhist Sangha in Ba Ria - Vung Tau province to be responsible for guiding and creating favorable conditions for monks and nuns practicing at Thien Ton Phat Quang to stabilize in accordance with the Charter of the Vietnam Buddhist Sangha and current laws.
These are the contents related to the disciplinary action against Venerable Thich Chan Quang, abbot of Thien Ton Phat Quang (Ba Ria - Vung Tau province) in the announcement of the Standing Committee of the Executive Council of the Vietnam Buddhist Sangha at the meeting on June 18, 2024 held at Quang Duc Zen Monastery (HCMC) - Office II of the Central Committee of the Vietnam Buddhist Sangha.
This is a meeting to consider and discipline Venerable Thich Chan Quang in response to written reflections and petitions from the Buddhist community and the people as well as reflections in the mass media about the content of Venerable Thich Chan Quang's sermons causing confusion in society, causing reactions from the community and undermining Buddhist beliefs, affecting the reputation of the Church.
Based on the report of the results of the investigation of the Executive Committee of the Vietnam Buddhist Sangha in Ba Ria - Vung Tau province as well as the opinions of representatives of the professional committees speaking at the meeting, the Church affirmed that some of the teachings of Venerable Thich Chan Quang on the doctrine of Cause and Effect were not in accordance with the Dharma.
The document announcing this conclusion has also been submitted to the Standing Committee of the Council of Evidence, notified to the Standing Committee of the Executive Council of the Vietnam Buddhist Sangha; sent to the Government Committee for Religious Affairs, Ba Ria - Vung Tau province and relevant authorities.
It is known that in the content of the Three Jewels Refuge Sect published by Thien Ton Phat Quang Pagoda, Venerable Thich Chan Quang signed as "the master who transmitted the precepts", in the Five Precepts section, the third precept "No sexual misconduct" was changed to "No betrayal".
