On the morning of July 27th, Prime Minister Pham Minh Chinh worked with the Standing Committee of the Quang Tri Provincial Party Committee on the results of implementing tasks in the first six months of 2025, the direction and tasks for the coming period, resolving requests and proposals, and creating conditions and impetus for Quang Tri's breakthrough development.
During the meeting, the Prime Minister highly appreciated the results achieved by the province in the first six months of the year, while also pointing out existing shortcomings and requiring Quang Tri to develop using its own internal resources, with breakthrough thinking and decisive, effective implementation.
The Prime Minister pointed out that Quang Tri has "sun and wind," two extremely harsh conditions in the past, but also advantages today because it has the technology to develop renewable energy; the advantage of this land is that it is the narrowest point of the country for international connectivity; all modes of transportation pass through the province: there is an airport, seaport, railway, national highway, Ho Chi Minh Highway, expressway, and waterway system. If the Party Committee, government, and people do not seize these opportunities to escape poverty and become wealthy, they will be failing the country and failing the more than 76,000 martyrs who laid down their lives on this land.
The Prime Minister affirmed that Quang Tri has no shortage of development potential, and that transforming that potential into strengths and making it a reality depends on the people of Quang Tri themselves; they must be united and cohesive, and if they are already united, they need to be even more united; if they have already tried, they should try even harder; if they have already made efforts, they should try even harder, more effectively, and achieve results that can be measured and quantified, "only discussing action, not retreating."

The Prime Minister specifically instructed Quang Tri province to prioritize the selection of investment projects. Key projects such as My Thuy Port, Quang Tri Airport, the Cam Lo - Lao Bao expressway, and power plants need focused efforts to overcome obstacles, establish clear mechanisms to attract investment, and ensure rapid and effective implementation.
Commenting on the province's proposals and recommendations, the Prime Minister requested the urgent development of specific projects with appropriate and feasible priorities, while also reviewing and proposing solutions for projects that are stalled or delayed.
The Prime Minister directed the completion of the North-South expressway and coastal road projects in the area; focused on the rapid implementation of the My Thuy port project, which has received investment approval; and simultaneously researched the planning and development of a free trade zone and specialized port at My Thuy; and researched a railway line from My Thuy port to the Lao Bao border gate, connecting with Laos, Thailand, and the Trans-Asian railway.
To connect the My Thuy port with the North-South expressway and the two border gates of Lao Bao and La Lay, the Prime Minister requested Quang Tri province to urgently invest in the Cam Lo - Lao Bao expressway using a public-private partnership; and to invest in National Highway 15D connecting My Thuy port to the La Lay border gate, a 92 km long expressway with 4 lanes, using various investment methods and funding sources, including increased revenue and reduced expenditure.
Rapid construction of 100 schools in border communes.
On the evening of July 27th, Prime Minister Pham Minh Chinh chaired a meeting with ministries and agencies to implement the campaign to build schools and boarding houses for students and teachers in border communes nationwide. The Prime Minister emphasized that Conclusion 81 of the Politburo on the policy of investing in school construction for border communes is a major decision with profound political and social significance; it must be implemented urgently, with rapid and bold action to complete the construction of 100 schools in border communes before August 30th, 2026.
