La Lay develops economy associated with new rural construction

QTO - With the viewpoint of focusing on sustainable agricultural development, La Lay commune gradually shifts its thinking from "agricultural production" to "agricultural economy", developing the rural economy associated with building new rural areas (NTM).

To mobilize resources for development investment, in recent times, La Lay commune has focused on integrating and effectively implementing national target programs on sustainable poverty reduction, new rural construction, socio -economic development (SED) in ethnic minority and mountainous areas, contributing to promoting the goal of poverty reduction and realizing the process of building new rural areas in the commune.

Up to now, the commune's economic structure has shifted in the right direction; the economic scale increased from 146 billion VND in 2020 to an estimated 240 billion VND in 2025. Average income per capita increased from 21.1 million VND to 28.2 million VND/person/year.

One of the important highlights is that although the conditions of the mountainous border communes are still difficult, La Lay has effectively implemented policies on agricultural restructuring associated with building new rural areas; promoting the conversion of appropriate crop and livestock structures, applying science and technology, using new varieties, adapting to drought conditions, improving economic efficiency, contributing to improving people's lives.

The commune has reviewed and re-planned production areas, forming concentrated production areas: Area 1 includes Pire 1, Pire 2, A Bung, La Hot villages specializing in corn and cassava; Area 2 includes Cu Tai 1, Cu Tai 2 villages specializing in forest planting; Area 3 includes A Luong, Cup villages specializing in forest planting, cassava and fruit trees... The output of grain in the commune is estimated at 2,693 tons, exceeding the plan by 56.5%.

Livestock projects under the national target program have been effective; focusing on preserving native breeds and improving barns. The total herd of cattle and poultry is over 24,000, with an estimated output of 251 tons of fresh meat, exceeding the plan by 110%.

The forestry economy has developed strongly, people have actively planted, cared for and protected forests, with an average of 192 hectares of concentrated forest planting per year, nearly doubling the resolution target. The combined agroforestry model has been maintained, the policy of payment for forest environmental services and forest protection contracts have been well implemented.

The movement to build new rural areas has been widely deployed, in the period of 2020-2025, the total capital to implement national target programs reached over 94 billion VND. La Lay commune has focused all resources, promoted investment in socio-economic infrastructure in a synchronous direction, associated with building new rural areas, contributing to improving the material and spiritual life of the people.

The total social investment capital for the 2020-2025 period is estimated at nearly 124 billion VND. The effective integration of central, provincial, district capital sources and national target programs invested by the commune has gradually completed essential infrastructure.

Up to now, La Lay commune has completed 14/19 criteria for building new rural areas, achieving the target set for 2025. A bright spot in the new rural construction movement is mobilizing many households to donate land and contribute to infrastructure construction; effective production models have been replicated, income has increased, and the poverty rate has decreased by an average of over 6% per year.

Vice Chairman of La Lay Commune People's Committee Ho Van Hien said that after merging the old A Bung and La Lay communes into La Lay commune, the locality focused on planning to restructure agriculture towards commodity production associated with building new rural areas; paying attention to building and replicating effective production models, suitable to the conditions of each village and each household group. Promoting the application of science and technology, transforming traditional production thinking into concentrated agricultural economy, gradually moving towards modernization.

Create favorable conditions for developing trade and services, supporting production and business households to gradually expand their scale, diversify their industries, and develop the rural economy.

Encourage high-income agro-forestry models; establish cooperatives and cooperatives associated with the role of associations and organizations to promote production and consumption of traditional products with advantages such as pigs, native chickens, charcoal sticky rice, bamboo shoots, wild honey, brocade weaving, forest environmental services, etc. to increase people's income. By 2030, La Lay commune's average income per capita will reach 40 million VND/person/year, an increase of 42% compared to 2025, improving the material and spiritual life of the people.
