Lai Chau announces resolutions and decisions on administrative unit arrangement

On June 30, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Lai Chau province solemnly held a ceremony to announce the Resolution of the National Assembly Standing Committee on ending the operation of district-level administrative units, rearranging commune-level administrative units; Decision to establish commune-level Party Committees; appoint personnel for Party Committees, leaders of People's Councils, People's Committees, and Vietnam Fatherland Front Committees at commune level.

Attending the ceremony at the provincial bridge point on the Central side were comrades: Nguyen Van Thang, member of the Party Central Committee, Minister of Finance; Bui The Duy, alternate member of the Party Central Committee, Deputy Minister of Science and Technology; Nguyen Minh Quang, Deputy Head of the Central Inspection Committee ; Lieutenant General Do Quang Thanh, Deputy Head of the National Assembly's Committee on National Defense, Security and Foreign Affairs; Nguyen Thi Bich Ngoc, Deputy Minister of Finance; members of Working Group 2106 of the Politburo; representatives of the leaders of the Central Organization Department, the Central Inspection Committee, the Central Party Office, and the Ministry of Finance.

Attending the Ceremony at the bridge points of communes and wards were members of the Standing Committee, the Provincial Party Executive Committee, heads of departments, branches and sectors (as assigned); the Party Executive Committee, cadres, civil servants and public employees of the new communes and wards after the arrangement and merger; representatives of all walks of life.

At the ceremony, Comrade Giang Pao My announced Resolution No. 1670/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Lai Chau province in 2025. Accordingly, the entire natural area and population size of 106 previous communes, wards and towns will be arranged into 38 new communes and wards.

Also at the ceremony, Standing Deputy Secretary of Lai Chau Provincial Party Committee Vu Manh Ha announced the Decision of the Lai Chau Provincial Party Committee Executive Committee on ending the activities of the old district and commune-level Party Committees; the Decision of the Lai Chau Provincial Party Committee Executive Committee on establishing Party Committees of communes and wards; the Decision on appointing personnel of the Executive Committee, Standing Committee, Secretary, Deputy Secretary; the Decision on appointing the Inspection Committee, Chairman of the Inspection Committee; and announced the decisions of the Lai Chau Provincial Vietnam Fatherland Front Committee on establishing the commune-level Vietnam Fatherland Front of Lai Chau province.

Next, Chairman of Lai Chau Provincial People's Committee Le Van Luong announced the Resolutions of the Standing Committee of the Provincial People's Council appointing the Chairman, Vice Chairman, Head of the People's Council and Chairman, Vice Chairman of the People's Committee of communes and wards.

At the Ceremony, the leaders presented Resolutions and Decisions of the Central Government and Lai Chau province to the Secretaries of the new Party Committees of communes and wards, presented congratulatory flowers and took souvenir photos.

On behalf of 38 communes and wards in Lai Chau province, comrade Tong Thanh Binh, member of the Provincial Party Standing Committee, Secretary of the Doan Ket Ward Party Committee, delivered a speech accepting the assignment, expressing the determination of the Executive Committee and the Standing Committee of the Party Committee of the 38 communes and wards to successfully complete the assigned political tasks in the new period, contributing to the rapid, green and sustainable development of Lai Chau province, joining the country in entering a new era - the era of national growth.

Speaking at the ceremony, Minister of Finance Nguyen Van Thang acknowledged and highly appreciated the sense of responsibility, political determination, proactiveness, innovation and creativity of the Lai Chau Provincial Party Committee, People's Council and People's Committee in implementing the Resolution of the 11th Central Conference, as well as important Resolutions, Conclusions, Directives and Instructions of the Central Committee on the reorganization of the apparatus and administrative units in the past time. Despite facing an unprecedented and massive workload in a short time, Lai Chau province has achieved proud results, reducing from 106 commune-level administrative units to 38 units (including 36 communes and 2 wards), equivalent to a reduction of 64.15%. This achievement is a vivid demonstration of the revolutionary spirit, solidarity and determination to innovate, putting the interests of the people and the country first and foremost.

Expressing his belief that the provincial leadership will quickly get up to speed with the work, join hands and unite, and excellently complete the assigned tasks, contributing to the prosperous and beautiful development of Lai Chau, together with the whole country entering the new era of a strong and prosperous Vietnam, to ensure the two-level government apparatus operates effectively and smoothly from July 1, 2025, the Minister of Finance requested the Party Committee, government and people of all ethnic groups in Lai Chau province to focus on closely following the Central's directive documents (Directive No. 45-CT/TW, Resolution No. 57-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW, Conclusion No. 123-KL/TW...) and local practices, proactively coordinating to develop timely and specific action programs and plans; in which clearly define tasks, solutions and roadmap, implementation progress to achieve results, put the major and new strategic policies and orientations of the Central into practice. Urgently perfect the organizational apparatus, establish and arrange specialized agencies at provincial and communal levels, ensure the normal operation of the team of cadres, civil servants, public employees, and workers, do not interrupt administrative work, maintain the trust of the people.

Along with that, the Minister requested the Province to proactively review, arrange and handle public assets and working headquarters in accordance with the new model, comply with standards and norms for the use of public assets, avoid loss and waste, ensure transparency and efficiency; promote digital transformation and application of information technology, complete data infrastructure according to the schedule in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation, creating a solid foundation for a modern and effective digital government. Proactively arrange local budget sources and legal financial sources to deploy apparatus arrangement, resolve regimes and policies for employees in a fair and transparent manner; at the same time, report to the Ministry of Finance for synthesis and submit to competent authorities to handle arising problems. Resolutely and fully implement tasks within authority, especially regulations on decentralization, delegation and assignment of authority, ensuring that the new government apparatus operates smoothly, meeting development requirements in the new period.

Receiving and understanding the direction of comrade Nguyen Van Thang, Lai Chau Provincial Party Secretary Giang Pao My affirmed that in the coming time, Lai Chau province will focus on building and improving the quality of cadres and civil servants; promoting administrative procedure reform. Reviewing and arranging facilities and working equipment and promoting digital transformation, enhancing the application of information technology in direction and operation, improving the quality and efficiency of the grassroots government apparatus, aiming to build a local administrative apparatus that is "lean, compact, strong, efficient, effective and efficient" and "close to the people, serving the people and businesses better" in accordance with the Central's policy and the guiding ideology of comrade General Secretary To Lam. Lai Chau province hopes to continue receiving the attention and leadership of the Central Government in perfecting mechanisms, policies, legal document systems, supporting resources for investment in facilities, information technology infrastructure and tasks to ensure that the two-level local government operates stably, smoothly and effectively, contributing to building Lai Chau province to develop greenly, quickly and sustainably, and together with the whole country, entering a new era, an era of striving for strong and prosperous development of the nation.
