On the morning of November 20, at Phu Quoc special zone, General Secretary To Lam, Secretary of the Central Military Commission and the Central Working Delegation visited and worked with the Command of Coast Guard Region 4 ( Ministry of National Defense ).
Accompanying were Politburo members, Party Central Committee Secretaries: Le Minh Hung, Head of the Central Organizing Committee; Bui Thi Minh Hoai, President of the Central Committee of the Vietnam Fatherland Front; Politburo members: Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Nguyen Hoa Binh , Permanent Deputy Prime Minister; General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Nguyen Duy Ngoc, Secretary of the Hanoi Party Committee; Secretariat members, Party Central Committee members, leaders of the Party, State, central ministries and branches, leaders of An Giang province, representatives of armed forces units stationed in An Giang province.
In recent times, promoting the good nature and tradition of the heroic Vietnam People's Army, always upholding the spirit of revolutionary vigilance, intelligence, courage, solidarity and coordination, overcoming difficulties, the Vietnam Coast Guard has closely coordinated with other forces to synchronously deploy many measures to protect sovereignty and security and enforce the law; increasingly effectively preventing and combating crimes and violations at sea; especially implementing the peak period against illegal, unreported and unregulated (IUU) fishing; performing well the tasks of search, rescue, and protection of the marine environment.

With its achievements, the Coast Guard Region 4 Command (Ministry of National Defense) has affirmed its role as the people's armed forces, a specialized force of the State, the core in enforcing the law and protecting national security and order and safety at sea.
At the working session, on behalf of the Party and State leaders, General Secretary To Lam commended and acknowledged the efforts and striving to overcome all difficulties and hardships, and excellently complete the tasks of the Vietnam Coast Guard, including officers and soldiers of the Coast Guard Region 4 Command; highly appreciated the Central agencies, the Central Military Commission, the Ministry of National Defense, Party committees, authorities, organizations and people of localities who have always wholeheartedly helped and created conditions for the Vietnam Coast Guard to excellently complete all assigned tasks.
Faced with new requirements, the task of protecting national sovereignty, sovereign rights and jurisdiction at sea poses many challenges and increasingly high demands. The General Secretary requested the Vietnam Coast Guard, including the Command of Coast Guard Region 4, to regularly grasp and grasp the Party's viewpoints, policies, guidelines and mottos for directing military and defense tasks; pay attention to and attach importance to political and ideological education; focus on building and promoting the political and spiritual factors of officers and soldiers; foster and improve awareness of military and defense tasks to create unity in perception and action from leaders and commanders to soldiers; firmly adhere to military and defense guidelines; firmly build the Vietnam Coast Guard to be strong in politics, ideology, organization and ethics; absolutely loyal to the Party, the Fatherland and the people; overcome difficulties and hardships, ready to receive and excellently complete all assigned tasks.
The General Secretary requested to grasp the situation and task requirements, proactively study, grasp, forecast, and correctly assess the situation, to promptly advise the Central Military Commission and the Ministry of National Defense on strategic policies, propose to the Party and State to promptly, flexibly, and effectively handle the protection of sovereignty over seas and islands; security, order, safety, and ensure compliance with Vietnamese laws, international treaties to which the Socialist Republic of Vietnam is a member, and international agreements within its authority, contributing to preventing and repelling early and from afar factors that cause instability and risks of war and conflict at sea.
General Secretary To Lam requested to concentrate all resources on building the Vietnam Coast Guard in the direction of "Refined, compact, strong", moving straight towards modernization; clearly identifying key tasks and breakthroughs for implementation; in which focusing on breakthroughs in the field of attracting high-quality human resources, actively developing science and technology, innovation and artificial intelligence to serve the tasks of the Vietnam Coast Guard; focusing on combat readiness training and exercises; improving overall quality and combat strength; effectively responding to traditional and non-traditional security challenges.
The General Secretary emphasized proactively building and implementing well plans and strategies, determined to firmly protect sovereignty; fight against crimes and law violations at sea; combat IUU fishing; search, rescue, and protect the marine environment... Paying attention to building discipline, abiding by discipline and law; not allowing violations of discipline and law; ensuring absolute safety of forces, means of transport and boats, especially when performing tasks at sea in extremely complex weather conditions in our country's seas.
The General Secretary requested that in carrying out the task of protecting sovereignty, it is necessary to thoroughly grasp and strictly implement the Party's guiding principles and ideology; to fight but must firmly maintain the core interests of the nation and people; to be resolute, persistent; clever; restrained; not to provoke; not to fall into provocations; not to let foreign countries encroach on the seas and islands, not to let conflicts occur to maintain a peaceful and stable environment in the country's seas.
In the fight against all types of crimes and law violations at sea, we must demonstrate an aggressive spirit, fight resolutely, without compromise, and not let any criminals escape, making an important contribution to the building and sustainable development of Vietnam's maritime economy.

The General Secretary instructed to proactively coordinate and closely cooperate with the forces (Navy, Border Guard, Fisheries Surveillance...) in performing tasks, all activities must always put the national interests, the common interests of the Party, the country, and the people above all, first; always "accompany" and truly be a solid "fulcrum" for fishermen to go offshore and stick to the sea and the country's economic activities at sea; at the same time, the presence of fishermen in our seas are "milestones" to affirm and participate in protecting the sovereignty of the sea and islands; conduct patrols, inspections, and controls to affirm sovereignty, create a peaceful and stable environment for the country's economic development; build a "people's heart position", a solid people's defense and security position at sea; Carry out international cooperation and foreign affairs well, especially with countries in the region with sea areas adjacent to Vietnam, to create and maintain a peaceful and stable environment, and protect the socialist Vietnamese Fatherland.
In 2027, Vietnam will be the Chair and host of APEC 2027 (located in Phu Quoc special economic zone). The General Secretary requested that from now on, it is necessary to closely follow the direction of relevant departments, ministries and branches, coordinate with forces, Party committees and authorities in the special economic zone to proactively review work, promptly deploy assigned tasks, and ensure absolute safety before, during and after the APEC 2027 Conference.
The General Secretary emphasized maintaining the absolute and direct leadership in all aspects of the Party; strengthening the building of a strong Party organization in terms of political ideology, ethics, organization and cadres; focusing on fostering politics, ideology, ethics, lifestyle and enhancing the spirit of "self-control, self-confidence, self-reliance, self-strengthening, national pride" for cadres and Party members; building a collective leadership style, promoting individual responsibility, especially cadres in charge of implementation; improving the effectiveness and efficiency of inspection and supervision work; closely combining "building" and "fighting"; preventing all signs of degradation in political ideology, ethics and lifestyle; building a clean, strong, comprehensive, exemplary Party organization and strong and outstanding mass organizations.
The General Secretary believes that under the leadership of the Central Military Commission, the Ministry of National Defense, and the support of ministries, branches, and local authorities, the Vietnam Coast Guard will excellently fulfill all tasks assigned by the Party, the State, the Central Military Commission, the Ministry of National Defense, and the people; worthy of being the people's armed forces, the specialized force of the State, the core force in enforcing the law and protecting national security, order, and safety at sea./.
