Speaking at the opening of the Conference, Chairman of the Provincial People's Committee Le Van Luong affirmed: The business community and entrepreneurs of Lai Chau have continuously grown. Up to now, the whole province has over 2,700 enterprises and cooperatives with a total registered capital of nearly 66 trillion VND, operating in most fields. They have made an important contribution to the development and stability of the socio -economy, creating jobs and income for workers, contributing to the State budget and implementing the province's social security policies. The Chairman of the Provincial People's Committee respectfully acknowledged and expressed gratitude to the business community of Lai Chau province, who have been contributing with enthusiasm, responsibility and noble deeds for a green, fast and sustainable development of Lai Chau.
In 2025, Lai Chau province's economy will continue to maintain stability and a fairly high growth rate. Enterprises and cooperatives have contributed 67.5% of the province's budget revenue (about 1,605.5 billion VND/2,378 billion VND). Jobs have been created for over 22,000 workers with an average income of about 7 million VND/person/month. Enterprises have also complied well with the Party's policies and the State's laws and policies, actively responded to and participated in social security activities, hunger eradication, poverty reduction, new rural construction of the province, and dilapidated houses... The business community has worked with all levels, sectors, and people in the province to strive to gradually narrow the development gap with the Northern Midlands and Mountains provinces and the whole country... However, the business community still faces many difficulties.
Therefore, Chairman of the Provincial People's Committee Le Van Luong affirmed: The Conference is an opportunity to review the journey of construction and development of Enterprises and Entrepreneurs; at the same time, evaluate the production and business situation in 2025, key tasks in 2026; dialogue and exchange to remove some difficulties and obstacles in production and business; at the same time, hope and believe that the Conference will be a forum for lively, open and effective exchange.
At the Conference, businesses and cooperatives made 53 recommendations to the Provincial People's Committee and departments and branches, of which the Culture - Society sector had 4 recommendations such as: Vocational training mechanism and policy, support for retraining for workers; policy to retain local workers; support businesses in digital transformation in production, administration and sales; have preferential policies when investing in new machinery and production lines.
Industry and trade, construction sector: 18 recommendations such as: Unit price of labor, unit price of construction materials, quotation of materials, price of sand minerals; mobilizing resources from the private economic sector to invest in energy projects; preferential credit packages specifically for manufacturing enterprises; debt deferral and interest rate reduction for enterprises facing difficulties; exemption/reduction of corporate income tax, VAT during the recovery period; preferential mechanism for corporate income tax; organizing training, consulting and technical support programs; encouraging enterprises to use construction materials being produced and traded locally; shortening the time for administrative procedures for granting construction permits...
The Agriculture and Environment sector has 31 recommendations such as: Price for calculating resource tax; regulations on the duration of mineral exploitation projects; innovation and improvement of mechanisms and policies to support collective economic development; support according to Resolution No. 07/2021/NQ-HDND; shortening the time for administrative procedures on site clearance, land, and granting of Land Use Right Certificates; forest development; land lease term, land rent exemption and reduction; having a mechanism to remove difficulties in supporting factories according to Resolution No. 07/2021/NQ-HDND dated July 23, 2021...
At the dialogue conference, representatives of departments and branches, according to their functions and tasks, responded to the recommendations responsibly, specifically, clearly and satisfactorily; at the same time, they continued to record opinions to advise the Provincial People's Committee to resolve and remove them in the coming time.
Speaking at the Conference, Provincial Party Secretary Le Minh Ngan praised, acknowledged and deeply thanked the efforts and contributions of the business community and entrepreneurs of the province in the past time. He emphasized: On July 7, 2025, the Provincial Party Standing Committee issued an Action Program to implement Resolution No. 68 of the Politburo, which identified "the private economy as the most important driving force in the province's economy, a pioneering force to promote industrialization, modernization, economic growth, job creation, improve labor productivity and competitiveness of the province".
To successfully achieve the socio-economic development goals for 2025 and the entire 2025 - 2030 period, and at the same time concretize the spirit of Resolution 68 of the Politburo, the Secretary emphasized a number of key orientations such as: Continuing to perfect institutions, strongly improving the investment - business environment; reviewing and cutting at least 30% of the time and costs of implementing administrative procedures, especially in the fields of investment, construction, land, tax, and customs. Resolutely eliminating the prolonged "ask - give" and "approve - grant" mechanisms... At the same time, promoting the driving role of the private economic sector; facilitating businesses' access to resources and development space; promoting digital transformation, innovation and green development; building corporate culture, promoting the spirit and ethics of entrepreneurs.
Secretary of the Provincial Party Committee Le Minh Ngan affirmed: Lai Chau province always considers enterprises as the center of development, the object of service, the driving force of growth. Determining that the success of enterprises is the success of the province, the Provincial Party Committee, People's Council, and People's Committee commit to: Listening - Understanding - Acting, resolving as quickly as possible the difficulties and problems within their authority. Without formality, without delay, all recommendations and proposals from enterprises are monitored and urged until completion. Maintain regular dialogue between the government and enterprises to ensure smooth information and timely response. Create a stable, transparent, and safe investment environment, so that enterprises can feel secure in long-term production and business in Lai Chau...
To recognize and honor the contributions of the business community in the cause of socio-economic development associated with the national defense and security of the province; promptly commend and reward businesses and entrepreneurs with outstanding achievements to encourage the business community to continue to strive, overcome all difficulties and challenges to develop businesses, contribute to the socio-economic development of the province in the coming time, at the Conference, the Provincial People's Committee decided to reward 6 collectives and 12 individuals.
At the Conference, the Chairman of the Provincial People's Committee launched an emulation campaign to achieve achievements in celebration of the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term. The Chairman of the Provincial Vietnam Fatherland Front Committee delivered a speech in response to the emulation campaign.
