According to the assessment of the People's Council of Lai Chau province, in the context of many intertwined difficulties and challenges, in the first 6 months of the year, the province still achieved many positive results; most economic indicators increased compared to the same period in 2024. Administrative reform continued to be promoted, creating favorable conditions for businesses and people.
The socio-cultural sector recorded many positive changes. The province has basically completed the elimination of temporary and dilapidated houses in the whole province 3 months ahead of the plan assigned by the Central Government. Education , healthcare, and digital transformation activities have been implemented on schedule and effectively. The 2-level local government model was put into operation simultaneously from July 1, initially promoting efficiency, enhancing decentralization and delegation of power to the commune level, helping the apparatus operate flexibly, close to the people, and close to the people.
However, there are still some limitations, some important indicators are low or decreased compared to the same period in 2024 such as tea output, fruit trees, establishment of new cooperatives, health insurance rate. The GRDP growth rate in the first 6 months only reached 6.76%, creating great pressure to complete the annual growth target of 8%.
In that situation, the People's Council of Lai Chau province requested the People's Committee of the province and all levels and sectors to focus on implementing synchronous solutions to create breakthroughs in the last 6 months of the year. In particular, priority should be given to removing difficulties for production and business, speeding up the disbursement of public investment capital, promoting the progress of major projects such as the Hoang Lien Pass Tunnel and provincial roads...
The province also needs to strengthen the management of revenue and expenditure of the budget, ensuring flexible and effective spending. Units need to proactively review, arrange headquarters, and handle public assets after administrative arrangements in accordance with regulations; overcome difficulties in accommodation and living conditions for cadres after the merger to ensure the psychology and stability of the new organization... The entire political system needs to get involved to ensure the province's GRDP growth rate reaches 8% or more.
