Lam Dong province accelerates compensation and resettlement for expressway projects.

The Bao Loc - Lien Khuong and Tan Phu - Bao Loc expressway projects are of significant importance to the socio-economic development of Lam Dong province. Compensation, support, and resettlement work has yielded positive results, but it still needs to be accelerated to ensure timely handover of construction sites.

Bao Loc - Lien Khuong Expressway : Compensation payments reach over 40 %

According to Mr. Huynh Van Minh, Deputy Director of the Land Development Center of Lam Dong province, the Bao Loc - Lien Khuong expressway project has a length of 68.53km, with a total land area of ​​approximately 539.44 hectares to be acquired, affecting 2,440 cases, including 2,436 households and individuals and 11 organizations.

This is a large-scale project with a very complex land clearance process, involving many localities within the province.

By December 31, 2025, the People's Committees of communes and wards had approved compensation, support, and resettlement plans for 2,332 households, with a total budget of VND 2,695.819 billion. Based on this, compensation payments were simultaneously implemented from mid-January 2026, creating a clear improvement in the implementation progress.

To date, the project has paid compensation to 1,016 households, totaling VND 1,216.574 billion, reaching approximately 43.6% of the households and 45.1% of the value. Payments are organized by locality, in multiple consecutive installments, closely following the land clearance progress, ensuring transparency, openness, and compliance with regulations.

In Ward 1, Bao Loc, a locality with a high payment progress rate, compensation plans have been approved for 142 households with a total budget of 225.8 billion VND. To date, payments have been made to 93 households, reaching 65.5% of the number of households and 76.4% of the value. This is considered a bright spot in the implementation of compensation work for the entire project.

In Bao Lam 2 commune, 196 households have been approved with a budget of 245.76 billion VND, and payments have been made to 68 households, reaching 34.7% of the total number of households. In Hoa Ninh commune, 118 households have been approved, and payments have been made to 46 households, reaching approximately 39%.

Di Linh commune alone has a large volume of projects, with a total of 511 households approved and a budget exceeding 502 billion VND, divided between two implementing units. Of this, the portion implemented by the Di Linh Project Management Board has reached 36.7%, while the portion implemented by the Provincial Land Fund Development Center has only reached 12.7%, mainly due to difficulties in land surveying and boundary overlaps.

The communes of Bao Thuan, Gia Hiep, Ninh Gia, Duc Trong, Tan Hoi, and Hiep Thanh have basically completed the approval of compensation plans; the payment rate ranges from 20% to over 70%, depending on the area. Among them, Hiep Thanh and Ward 1 of Bao Loc have high disbursement rates, contributing to accelerating the handover of land.

Overall, the assessment indicates that the surveying, preparation, and approval of compensation plans for the Bao Loc - Lien Khuong project have been largely completed along the entire route. The remaining difficulties mainly focus on cases involving absent landowners, land disputes, national defense land, forest land, or the need to revise cadastral records.

However, with the decisive involvement of local authorities and relevant units, the project is being implemented on schedule, creating an important foundation for the early handover of the land for construction.

Tan Phu - Bao Loc Expressway : Legal obstacles removed . catch up with the advance degree

The Tan Phu - Bao Loc expressway project (the section through Lam Dong province) is 53.88km long, with a total land acquisition area of ​​approximately 393.61 hectares, affecting 913 households and organizations; including 900 households and 13 organizations. Compared to the Bao Loc - Lien Khuong project, this project faces more difficulties in compensation, support, and resettlement.

By the end of 2025, localities had approved compensation plans for 590 households, with a total budget of VND 610.77 billion. However, to date, only 114 households have received compensation, totaling VND 144.83 billion, representing approximately 19.3% of the households and 23.7% of the total value. The slower payment progress is mainly due to legal issues related to land ownership, complex land management history, and the situation of land being transferred through multiple owners.

Specifically, in Ward 1 of Bao Loc, 195 households have been approved with a total budget of 255.04 billion VND, with payments expected to be made at the end of January 2026. Ward 2 of Bao Loc has approved 211 households, with payments made to 47 households, reaching 20.6%; however, many cases involve land subdivision and multiple transfers, making verification of land users difficult.

In Da Huoai commune, only 37 households have been approved for funding totaling 48.75 billion VND, with payments made to 2 households (6.5%), due to issues related to forest land and land managed by businesses.

Da Teh 2 commune has approved 147 households with a budget of 47.94 billion VND, with payment expected on January 26, 2026, promising a significant improvement in the disbursement rate in the near future.

According to the Provincial Land Development Center, the land survey and legal verification process for the Tan Phu - Bao Loc project has been inconsistent across localities, especially in areas with a complex land management history.

However, local authorities have developed centralized payment plans and intensified efforts to raise awareness and encourage people to cooperate in order to complete land clearance work as soon as possible.

According to Mr. Huynh Van Minh, Deputy Director of the Land Development Center of Lam Dong province, overall, both expressway projects have basically completed the compensation plan approval process, with a very large volume of work and a wide scope of impact.

The Bao Loc - Lien Khuong project is progressing well in terms of payments, reaching over 40% of the total value, while the Tan Phu - Bao Loc project is entering an acceleration phase, focusing on resolving legal bottlenecks and land disputes.

The Lam Dong Provincial Land Development Center is continuing to raise awareness and encourage people to cooperate in order to complete the land clearance work as soon as possible.

Expediting compensation, support, and resettlement not only ensures the legitimate rights of the people but is also a prerequisite for the timely implementation of key transportation projects in Lam Dong province, contributing to opening up new development opportunities for the southern region of the province in the future.
