Pursuant to Decision No. 1336/QD-TTg dated August 31, 2020 of the Prime Minister, the Provincial People's Committee issued Plan No. 194 dated December 8, 2020 on implementing the Project to expand intergenerational self-help clubs by 2025. The Provincial Association of the Elderly has proactively coordinated with departments, branches and sectors and closely directed the Association of the Elderly at all levels in disseminating, building and expanding the model. Accordingly, the Provincial Association of the Elderly has strengthened coordination with Lang Son Newspaper and Radio and Television Station to inform and promote the benefits and humanistic significance of the Club. During the period of 2020-2025, 33 news, articles and 5 reports were published and broadcast, contributing to raising awareness and creating consensus in the community. This model is recognized by the Party Committee and government as an effective solution in caring for the elderly and strengthening grassroots association activities.
In addition to communication, capacity building for the association’s staff and club management board is a key factor. The association has organized 5 technical training courses for more than 600 delegates, helping them master the knowledge and skills in establishing, managing and operating clubs, ensuring increasingly professional and effective operations.
As of May 2025, the province has established 46 intergenerational self-help clubs, attracting 2,471 members to participate and operate effectively. Of these, 20 clubs were established in the period 2017-2020 and 26 clubs were established in the period 2021-2025, showing the continuous development of the model.
Intergenerational self-help clubs have effectively implemented activities on increasing income, improving spiritual life, health care, providing volunteer-based home care, self-help and community support, protecting rights and interests, raising awareness, knowledge, and mobilizing resources...
Self-help and community support activities are highlights. With a total amount of over 400 million VND raised, the clubs have supported 52 members of poor, near-poor or disadvantaged households to borrow capital to develop production, significantly improving their family economy .
Member-based home health care activities are also emphasized. Club meetings regularly incorporate communication and periodic health check-ups. Activities to visit and encourage the sick and the elderly living alone are also maintained. Clubs also actively participate in cleaning the environment, planting flowers and trees, contributing to the construction of new rural areas and civilized urban areas. In the past 5 years, the clubs have contributed 895 working days to help single-parent families, 155 working days to clean up after storms and floods, more than 300 community service sessions and more than 300 cultural and sports activities.
The intergenerational self-help club model has proven effective and suitable for Lang Son. However, there are still difficulties such as uneven attention from some localities, difficulties in mobilizing local resources, and limited economic conditions of some members.
To overcome the limitations and continue to promote achievements, Lang Son Association of the Elderly will strengthen leadership and direction, promote inter-sectoral coordination and mobilize the participation of the whole society; promote propaganda and education on the Law on the Elderly, introduce effective models, at the same time strengthen training, education, capacity building for association officials and continue to implement other meaningful campaigns for the elderly.
