
Ms. Nguyen Thu Hien, Chairwoman of the People's Committee of Hy Cuong commune, said that the highlight of the training course was that the scenarios presented all stemmed from practical work at the grassroots level, such as resolving land disputes, handling traffic corridor violations, receiving citizens, or resolving complaints. Through the course, commune-level officials gained many additional soft skills, especially skills in dialogue, mobilization, and public awareness campaigns.
Previously, when land disputes or conflicts arose within the community, some officials were hesitant in their approach and handling. However, after participating in the training course, grassroots officials realized the need to be more proactive in grasping the situation early, and to strengthen direct dialogue with the people to resolve problems right in their localities.
The most important thing is to listen and put yourself in the people's shoes to resolve issues in a spirit of empathy and reason. Many of the contents of the training course can be immediately applied to practical management at the commune level, especially in the context of the increasing workload at the grassroots level, requiring quick handling while still ensuring compliance with legal regulations.
Over the past period, Hy Cuong commune has been implementing many tasks related to building advanced new rural areas, upgrading transportation infrastructure, and clearing land for public works. During implementation, differing opinions among the people are inevitable. Therefore, situational handling skills, public relations skills, and the ability to disseminate and explain policies play a crucial role for grassroots officials.
Ms. Dinh Thi Kieu An, Secretary of the Party Committee of Huong Can commune, believes that participating in the training course to improve practical situation handling skills for grassroots officials has brought about many positive changes in the awareness, skills, and methods of performing tasks of local officials and civil servants. They have a clearer understanding of the functions, duties, and authority between different levels of government, reducing the tendency to shirk or avoid responsibility in the process of resolving issues.
The mindset of this team in handling work has also changed significantly towards being proactive, flexible, "close to the people, relevant to the issues, and within their authority," contributing to improved efficiency in public service delivery at the grassroots level. Skills in identifying "bottlenecks" have improved significantly, and officials have gained the ability to analyze the causes of difficulties and obstacles in resolving administrative procedures, land management, land clearance, social welfare, or digital transformation. Grassroots officials are also gradually identifying barriers related to mechanisms and procedures; limitations in coordination or implementation capacity to find appropriate solutions to overcome them...
The training course content also contributes to resolving difficulties in implementing the two-tiered government model at the local level, reducing confusion in decentralization and delegation of power; limiting "bottlenecks" caused by inconsistent internal procedures or coordination processes, and increasing uniformity in direction, management, and task implementation.
Ms. Dinh Thi Kieu An assessed that the training course contributed to improving the efficiency of work at the grassroots level. Many arising situations were handled promptly and in accordance with regulations, limiting prolonged complaints. The time taken to process administrative documents and procedures for citizens and businesses was shortened, thereby increasing the level of satisfaction of citizens with the local government.
In the coming period, the locality will continue to innovate in training skills for handling practical situations; enhance the responsibility and capacity of commune-level officials and civil servants in performing their duties; and strengthen coordination and interconnection between different levels and sectors. The locality will promote administrative reform, digital transformation, and regularly inspect and monitor to promptly remove bottlenecks and obstacles, contributing to improving the effectiveness and efficiency of the two-level local government.
