At the meeting of the National Assembly Standing Committee to give its second opinion on the Draft Law on Teachers on October 8, Minister of Education and Training Nguyen Kim Son proposed a policy of exempting tuition fees for biological and legally adopted children of working teachers. This issue is receiving great attention from society and teachers themselves with many different views.
Teacher Pham Anh Tuyet (lecturer at the College of Water Resources, Phu Ly, Ha Nam ) said that if this policy takes effect, her family will save a large amount of money because all three children are in high school, and the journey to raise their children is still very long. However, looking around, Ms. Tuyet said that there are many more difficult circumstances than her family that need help. “Although this policy is very humane, helping teachers feel more secure in their profession, in the context of our country still having many difficulties, the investment budget for education is still limited, increasing salaries and allowances for teachers is still more urgent. As for exempting tuition fees, it can first be applied to teachers' families with difficult circumstances, teachers working in remote and disadvantaged areas” – Ms. Tuyet shared.
According to Dr. Hoang Ngoc Vinh - former Director of the Department of Vocational Education (Ministry of Education and Training), if this policy is implemented, many problems will arise. For example, there will be a distinction between teachers working in public and private educational institutions. Is this unreasonable when we are promoting the socialization of education? Mr. Vinh also expressed his concern about whether retired teachers who are now giving lectures are given priority, or whether teachers' children who study for life are exempted from tuition fees? The tuition fee for public high schools is not large, but if it is at the university or college level, it will be a relatively high number because of the current trend of university autonomy of schools. "This is a very difficult policy to implement. Has the drafting committee assessed the impact of this policy on the political, economic, fairness, and equality aspects with other professions and other groups of people?" - Dr. Hoang Ngoc Vinh expressed.
In fact, tuition fees in the total amount that parents have to contribute in a school year is not a large number. In fact, in many cases of overcharging that have been reported recently, public school tuition fees at the general education level are only over 200,000 VND, but the fund collected by the parents' representative committee for one semester is up to more than 5 million VND, which "shocks" parents.
Also related to the tuition exemption policy, many localities such as Hai Phong, Da Nang, Vinh Phuc ... have currently implemented tuition exemption and reduction for all students in their localities. Ho Chi Minh City has recently decided to exempt tuition fees from the 2024-2025 school year for 5-year-old preschool children. Secondary school students are exempted from tuition fees from the 2025-2026 school year. Many opinions hope that instead of proposing tuition exemption for teachers' children only, it is necessary to calculate a roadmap to gradually exempt and reduce tuition fees for high school students to ensure fairness, creating opportunities to go to school for all students regardless of where they are or what their family circumstances are.
Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) said that the regulations on regimes and policies for relatives of cadres, civil servants and public employees are often proposed to be regulated for a number of sectors and fields with specific characteristics. For example: Health insurance regimes, exemptions and reductions in hospital fees for relatives of officers, non-commissioned officers and soldiers serving in the People's Armed Forces have been regulated in the Law on the People's Public Security and the Law on Officers of the Vietnam People's Army. International experience also shows that many countries, in addition to regulations on policies for teachers, also regulate preferential policies for relatives of teachers.
With the view of building the Law on Teachers to create policies, including some breakthrough policies, creating conditions for teachers to develop as well as enhancing the professional status of teachers to attract talented people to the industry, the Drafting Committee has proposed a policy to support tuition fees for teachers' children and other policies to ensure social security for teachers to create conditions for teachers to have a better life, peace of mind, and commitment to the education career.
During the process of drafting the Law on Teachers, the Ministry of Education and Training has always been receptive and seriously listened to the comments and criticisms of National Assembly deputies, teachers, voters and people nationwide to make timely adjustments if there is sufficient basis. Therefore, with the content of the regulations on tuition exemption policy for teachers' children, the Ministry is currently synthesizing opinions, carefully reviewing, and assessing the impact of the regulations in the direction of ensuring feasibility, ensuring correlation with other professions and the country's socio-economic conditions to make amendments in the draft Law before submitting it to the National Assembly at the next session.
Regarding the content of the regulation on tuition exemption policy for teachers' children, the Ministry of Education and Training is currently synthesizing opinions, carefully reviewing, and assessing the impact of the regulations to ensure feasibility, ensure correlation with other professions and the country's socio-economic conditions to edit the draft Law before submitting it to the National Assembly at the next session.
