Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man stated that this was the fifth legal thematic session held since the beginning of the 15th National Assembly's term to review the explanation, acceptance, and revision of draft laws that were submitted to the National Assembly for initial comments at the 7th Session.

The National Assembly Chairman said that the volume of legislative work of the National Assembly is increasing to meet practical requirements. Implementing Conclusion No. 19 of the Politburo on the Orientation of the Law-making Program for the 15th National Assembly, the National Assembly has reviewed and identified 156 legislative tasks under Plan 81 and Plan 734, of which 131 tasks have been completed, reaching 83.97%. With the remaining 3 sessions of the 15th National Assembly term, the National Assembly Chairman believes that the entire legislative program of the term will be completed.

National Assembly Chairman Tran Thanh Man requested that agencies be very receptive, listen to the opinions of those directly affected by the draft laws, and address issues that people and businesses see as remaining obstacles that need to be resolved in order to perfect the draft laws to ensure feasibility and meet practical requirements.

At this session, the National Assembly Standing Committee reviewed and gave opinions on the explanation, acceptance and revision of the following drafts: Law on Geology and Minerals; Law on amending and supplementing a number of articles of the Law on Pharmacy; Law on Trade Unions (amended); Law on Prevention and Combat of Human Trafficking (amended); Law on Notarization (amended); Law on Cultural Heritage (amended); Law on Urban and Rural Planning; Law on Fire Prevention, Fire Fighting and Rescue; Law on Value Added Tax (amended); Law on Juvenile Justice.

The National Assembly Chairman said that the above Law projects are in many fields, receiving much attention from public opinion, such as the Trade Union Law project (amended); have a great impact on people and businesses such as the Value Added Tax Law project (amended); are related to many sectors and localities such as the Cultural Heritage Law project (amended), the Urban and Rural Planning Law project, the Fire Prevention, Fire Fighting and Rescue Law project... Accordingly, at the Seventh Session of the National Assembly, there were more than 200 opinions expressed by delegates and debated in the hall and more than 900 opinions expressed in groups for the above Law projects.

These are all responsible and dedicated opinions. After the session, the drafting agencies and the agencies in charge of reviewing the draft laws have studied and fully absorbed the opinions of the National Assembly deputies. Along with that, the agencies have proactively organized many surveys, discussions, workshops, and consulted experts and affected subjects to continue perfecting the draft laws.

The National Assembly Chairman requested that agencies continue to conduct thorough research and clearly report which issues have been accepted and which have not been accepted, and the reasons why; and which issues have not yet been agreed upon between the reviewing agency and the drafting agency.

"We continue to implement the spirit: even if there is only one different opinion, it will be fully researched and explained so that National Assembly deputies can see their contributions and the drafting and reviewing agencies will closely absorb and explain, ensuring requirements in law-making," the National Assembly Chairman emphasized.

Regarding the reception and revision of the draft law, the National Assembly Chairman requested that agencies adhere to the viewpoints, objectives, and guiding principles as in the Program submitted to the National Assembly for approval. Along with that, through the survey, discussion, and workshop held recently, it is necessary to draw out any issues that need to be added to the draft law, and it is also necessary to adhere to the principles of law-making.

"We need to be very receptive, listen to opinions and recommendations from agencies, individuals, and subjects directly affected by the draft laws, and address issues that people and businesses see as remaining obstacles that need to be resolved to perfect the draft laws to ensure feasibility and meet practical requirements," the National Assembly Chairman stated.

Informing that the Politburo has issued Regulation No. 178 dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work, the National Assembly Chairman requested that delegates attending the legal thematic session clearly express their views and opinions in an objective manner, not avoiding difficult and sensitive issues that are prone to policy exploitation; focusing on clarifying and going straight to important issues where there are different opinions.

The National Assembly Chairman also informed that Regulation 178 clearly states the prevention and fight against corruption and negativity in law-making. Recently, we have regularly disseminated and strictly implemented these contents in working sessions with the Government and drafting agencies, but we must continue to implement them more strictly.

The National Assembly Chairman also said that in the near future, the National Assembly plans to organize a Law-making Forum to discuss in more depth and detail about legislative work, how to further improve the quality of legislation, promote the role of Party committees at all levels, authorities, sectors, levels, scientists, and professional lawmakers to contribute to the work of law-making.
