Listening to People's Opinions to Amend the Constitution

During this time, local authorities have been “going to every alley, knocking on every door” to mobilize and guide people on amending and supplementing a number of articles of the 2013 Constitution. From the start date of May 6, the process of collecting people’s opinions has now gone more than halfway, to June 5.

To realize the spirit of "Party's will - people's heart", the National Assembly has officially started collecting public opinions on the draft resolution amending the Constitution. It is noteworthy that this time, the work of collecting public opinions has been prepared quite carefully, with diverse and convenient forms. People can contribute opinions through the National Assembly and Government electronic information portals, or send written opinions to responsible agencies. Organizing to collect opinions at localities, agencies, organizations, the Fatherland Front, professional associations, universities, research institutes, etc. At the same time, through the VneID electronic identification application, people can participate in giving opinions directly and quickly. This is a great effort in taking advantage of technology and digital infrastructure to expand people's participation in the constitutional process.

Not only stopping at the administrative technical aspect, according to experts, the amended Constitution is also a stepping stone to better promote the role of the Vietnam Fatherland Front and socio- political organizations. When given a clear constitutional basis, these institutions will have the conditions to more fully demonstrate their role and represent the voice of the People, act as a bridge between the Party, the State and the masses, contribute to strengthening democracy, improving the quality of criticism and social supervision - prerequisites for consensus and long-term stability.

With careful preparation, high consensus of the people and political determination of the entire Party and the National Assembly, this amendment to the Constitution will create changes in the process of building a developmental state, contributing to realizing the goal of making Vietnam a developed, high-income country by 2045. This is not only the aspiration of the Party and the National Assembly, but also the legitimate dream of millions of Vietnamese people.

With the spirit of democracy, openness and responsibility, General Secretary To Lam 's speech at the National Assembly clearly affirmed the central role of the people in the process of amending the Constitution: "We must listen to people's opinions to focus on amending the Constitution."

The process of amending the 2013 Constitution is an important occasion to strengthen the great national unity bloc, consolidate people's trust in the Party's leadership, the effectiveness of the rule of law State and the people's role as masters.
