(BGĐT) - Lang Son is the first locality in Yen Dung district ( Bac Giang province ) to achieve the advanced new rural commune standard (in 2020). It is also a model commune in ensuring security and order, maintaining its title as a drug-free area for 15 consecutive years.

With the motto "preventing from within, blocking from without," to prevent drugs from infiltrating the commune and households, the commune police conducted a comprehensive survey and assessment of the local situation, identifying risks, causes, and conditions that could give rise to drug-related crimes and social ills, in order to advise on measures for implementation.

The police in Lang Son commune are raising awareness among residents about the dangers of drugs "disguised" in milk and food products.

Comrade Nguyen Duc Thu, Chairman of the People's Committee of the commune and former Head of the Commune Police for many years, informed: "Although we have been assessed as a drug-free area for 15 consecutive years, we are not complacent or negligent. Recognizing that drug-related crimes are the root cause of other types of crimes, the Steering Committee for Crime Prevention, Social Evils Control, and the Movement for National Security Protection of the Commune always proactively implements preventive measures, promotes propaganda, and mobilizes the people to actively participate in the movement."

The Steering Committee regularly advises on and organizes public awareness campaigns about the harmful effects of drugs through loudspeakers, social media, visual aids such as posters, photo exhibitions, cultural and artistic activities, physical education and sports , especially in Zalo groups. The locality has a traditional carpentry village (Dong Thuong village) with frequent trading activity, many people working in transportation services, factory workers in industrial zones, and freelance workers.

Determined to prevent criminals from spreading "white death" (heroin) in the commune and to guard against strangers infiltrating the area for drug-related activities, the commune police closely monitor the population, keep a close watch on people returning to the locality after working away from home, require them to declare their residency, and regularly inspect businesses with security and order requirements, as well as high-risk individuals such as teenagers, workers in industrial zones, taxi drivers, truck drivers, and long-distance bus drivers.

In addition, every year they advise the government to organize for 100% of households to sign a commitment not to trade, use, or illegally possess narcotic substances; incorporating drug prevention and control content into village regulations for everyone to comply with, considering this as one of the important criteria in evaluating culturally exemplary families.

To prevent drug infiltration into the area, the commune police closely monitor the population situation, paying particular attention to the number of people returning to the locality after working away from home; requiring timely registration of temporary residence, and regularly inspecting businesses with security and order requirements and high-risk individuals.

The commune police force plays a key role in monitoring the situation and conducting basic investigations in the area. They proactively detect new developments in the situation and methods of drug-related crime to develop prevention and combat plans. Emphasis is placed on social and professional prevention measures, regularly questioning, warning, and educating suspected individuals. State management of social order is also strengthened.

Improve the efficiency of population and household registration management, temporary residence registration, and temporary absence declaration; strengthen inspections of businesses with security and order conditions to prevent individuals from exploiting them to organize and use illegal drugs. Regularly inspect and guide businesses, establishments, and shops to effectively control legitimate activities related to drugs. For example, when the Ministry of Public Security received information about drugs "disguised" in milk, food, and soft drinks, the commune police inspected, reviewed, and warned shop owners.

Maintaining the operation of 23 models for ensuring security and order, involving veterans, police, political organizations, and social groups. Through these models, the vigilance and sense of responsibility of the people have been enhanced in coordinating efforts to gather information, prevent, and combat crime and drug-related offenses, especially in areas bordering the Thuong River.

Son Thinh is the "gateway" village of Lang Son commune, which achieved the model new rural standard in 2022. Stopping at a motorbike repair shop, in conversation, Mr. Nguyen Duc Hung, the owner, asserted that the village has long been free of drug addicts, and therefore there has been no theft. "I've been doing this job here for over a decade, and I've never seen a dog stolen, a chicken stolen, or a motorbike or bicycle stolen."

Mr. Bui Van Chin, a villager sitting nearby, added: "A healthy young man like me, working as a carpenter every day, toils hard, sweats, and only earns a little over 300,000 dong in wages. Meanwhile, if I were addicted to drugs, that amount would be gone in a few times over. So how could I possibly become addicted? How would I support myself and my children? Here, everyone in the village knows what kind of person someone is. If someone is addicted, they can't hide it from the villagers. If they yawn, wander around, or steal, we'll immediately know and report it to the police."

Major Chu Ba Hung, Deputy Head of the Commune Police, said: To strengthen prevention efforts, the Commune Police have reviewed and assessed the number of individuals who have completed their prison sentences and returned to the locality, advising the Party Committee to issue a leadership resolution. In August 2022, the Commune People's Committee issued a decision to establish the "Together We Progress Club" with 27 members, chaired by the Deputy Chairman of the Commune People's Committee, and holding monthly meetings.

Since its establishment, the club has visited, encouraged, and helped six former prisoners return to the local area to find jobs in mechanics, masonry, carpentry, and factory work. Besides assisting each other in the reintegration process, club members are always mobilized and participate responsibly during crime crackdown campaigns, traffic safety enforcement, or any other incidents in the commune. Thanks to the promotion of the nationwide movement to protect national security, people have understood the harmful effects of drugs, thus cooperating with the government and police in implementing timely preventive and deterrent measures. For 15 consecutive years, Lang Son commune has maintained its status as a drug-free area, enjoying a peaceful life.
