Accordingly, the incident occurred at around 10:00 a.m. on July 23 at Tan Hop underpass over Ban Thin River, in Khuat Xa Commune, Lang Son Province. Local people saw two men around 40 years old (identity not yet determined) riding a motorbike across the underpass at a time when floodwaters were high and the bridge was submerged.
The Tan Hop underground bridge over the Ban Thin River is over 10m long. At this time, due to heavy rains over the past few days, the river water rose, the underground bridge was flooded, and the authorities had put up warning ropes, not allowing people to cross. However, two people still drove their motorbikes across the bridge and were swept away by the water.

On the evening of July 23, quick information from comrade Vi Van Phong, Chairman of the People's Committee of Khuat Xa commune, Lang Son province said that currently, functional forces, local people and militia are trying to search for these two missing victims.
"Immediately after receiving the information, despite the rain, the river water was still rising and flowing rapidly, but the rescue team was present to deploy plans to find the missing people," informed the Chairman of the People's Committee of the commune.
