According to information from the Ministry of Foreign Affairs on May 24, upon hearing the news of the passing of former President Tran Duc Luong, leaders of Laos, China, Cambodia, Cuba, and Russia sent telegrams/letters/messages of condolence to the Central Executive Committee of the Communist Party of Vietnam , the National Assembly, the President, the Government, the Central Committee of the Vietnam Fatherland Front, and the Vietnamese people.

The Central Executive Committee of the Lao People's Revolutionary Party, the President, the National Assembly , the Government and the Central Committee of the Lao Front for National Construction and the Lao people sent condolences.
Lao senior leaders expressed their sadness and infinite regret upon hearing the news of the passing of former President Tran Duc Luong, assessing him as an exemplary leader and pillar of the Party and State of Vietnam, always upholding the spirit of sacrifice and being a pioneering role model of Party members; serving the revolutionary cause of the Party, country and people with a pure spirit; devoting his mind and strength to the cause of protecting and building a prosperous Vietnam.
His passing is not only a great loss for the Party, State and people of Vietnam, but the Lao Party, State and people also lost a very close friend and comrade.

Former President Tran Duc Luong was an outstanding leader of the Party and State of Vietnam, making important contributions to the cause of innovation, openness and development of Vietnam.
As a close old friend of the Chinese people, he has made constant efforts to promote relations between the two Parties and two countries, China and Vietnam.
In the condolence letters sent to senior Vietnamese leaders by King Norodom Sihamoni, Queen Mother Norodom Monineath Sihanouk, President of the Senate Hun Sen, Prime Minister Hun Manet and President of the Cambodian National Assembly Khuon Sudary, they expressed their respect for the late President Tran Duc Luong, considering him an outstanding and devoted leader; a long-time true friend of Cambodia, who played an important role in building and developing the close relationship between the two countries and peoples.

In their message, Cuban leaders sent condolences to the Party, Government and people of Vietnam on the passing of former President Tran Duc Luong.
First Secretary of the Communist Party and President of Cuba Miguel Díaz-Canel: "We are saddened by the passing of comrade Tran Duc Luong - a man who contributed to building the deep brotherly relationship between Cuba and Vietnam. We would like to express our deepest condolences to the Party, Government and people of Vietnam."
Cuban Prime Minister Manuel Marrero Cruz: "Cuba will always remember the contributions of comrade Tran Duc Luong to the development of friendly relations between the two countries."

The condolence message sent to the Vietnamese leader by Russian President Vladimir Putin stated: "Comrade Tran Duc Luong is a great friend of Russia, who made great contributions to the relationship between the two countries, the most important result of which was the two leaders signing the Joint Statement on the Strategic Partnership between Vietnam and Russia in 2001."
Lao Foreign Minister and Acting Head of the Lao People's Revolutionary Party Central Committee's Foreign Affairs Commission sent a letter of condolences to Deputy Prime Minister and Foreign Minister Bui Thanh Son.
