Lao Cai proactively prevents natural disasters, protects houses and constructions during the rainy and stormy season

On July 11, Comrade Phi Cong Hoan, Director of Lao Cai Department of Construction, said that the Department has just issued Document No. 72/SXD-GĐXD to departments, agencies, and People's Committees of wards and communes to coordinate in implementing a number of contents on natural disaster prevention and control during the 2025 storm season in the province.

Accordingly, in order to proactively prevent, respond promptly and minimize damage caused by natural disasters to people, houses and construction works during the 2025 storm season, the Department of Construction of Lao Cai province requests the People's Committees of wards and communes in the province to direct their affiliated departments and specialized agencies to coordinate with local agencies and organizations to strengthen propaganda, dissemination, guidance and support for organizations, individuals and households in the assigned area to implement measures to prevent and combat natural disasters to ensure safety for people, houses and construction works during the storm season.

Directing the departments and specialized agencies under the management to preside over and coordinate with other relevant agencies, organizations and individuals to review and inspect housing projects, construction projects, and technical infrastructure projects in the assigned management areas that are at high risk of being affected by natural disasters and are not safe during the rainy and stormy season to reinforce and repair them, and also develop scenarios and timely response plans when bad situations occur. Specifically as follows:

For houses and construction works located in high-risk areas (areas on weak ground, at the foot of high slopes, susceptible to erosion and landslides; areas prone to flooding; areas prone to flash floods; open, isolated areas susceptible to wind, storms, lightning; areas susceptible to forest fires...): Organize assessments, provide warning information to the people, develop plans to proactively prevent, combat or relocate to a safe place. Report to competent authorities to gradually relocate residents according to the plan, ensuring safety, stability and longevity.

For houses and construction works with structures (frames, walls, roofs, and enclosures) that do not ensure safety against wind, storms, and hail: disseminate, instruct, and request investors or managers and users of the works to repair, reinforce, and brace to ensure safety for houses and construction works before the storm season...

Check safety measures for technical infrastructure works (dams, irrigation reservoirs, etc.); trim urban trees and concentrated residential areas; coordinate with units managing and operating power and water supply systems, and develop plans to ensure adequate supply of electricity and clean water for areas at risk of being affected.

For construction works under construction: Investors and related organizations and individuals are requested to strictly comply with the provisions of the law on labor safety management in construction works according to the provisions of Decree No. 06/2021/ND-CP dated January 26, 2021 of the Government on quality management, construction and maintenance of construction works, National Technical Regulation on Safety in Construction QCVN 18:2021/BXD.

The investor is requested to request contractors to review and improve the permanent unit for natural disaster prevention and search and rescue at the construction site; assign specific tasks and responsibilities in natural disaster prevention and control to each unit and individual at the construction site. Review the units and structures of the works that have been and are being constructed, the areas where materials, equipment, camps and temporary houses are gathered at the construction site (focusing on locations at high risk of being affected by natural disasters, whirlwinds, and lightning strikes).

Develop scenarios, scenarios and emergency response plans for natural disasters, ensuring safety for people, equipment and constructions. Proactively stop construction at dangerous locations when there is prolonged heavy rain or a natural disaster warning is issued. Promptly evacuate people and equipment from dangerous areas when a situation arises.

Owners or managers and users of the construction need to proactively check and make initial preliminary assessments of potential risks affecting the safety and quality of the construction (geology, construction location, construction structures, components, construction equipment installed at high altitudes, auxiliary items such as gates, fences, etc.) to have timely plans for repair, anchoring, reinforcement, temporary bracing or relocation, and appropriate warnings to ensure the safety of people and property during the rainy and stormy season.
