Attending the conference were comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrade Tran Huy Tuan, Chairman of the Provincial People's Committee; comrade Nguyen Quang Vinh, Vice Chairman of the Vietnam Federation of Commerce and Industry (VCCI); representatives of the Executive Board of the Lao Cai Provincial Business Association, representatives of leaders of a number of corporations, enterprises, cooperatives, and investors who have been operating in production, business, and investing in projects in the area.
After implementing the policy of administrative unit arrangement, Lao Cai province entered a new development period with a more open geographical space.
In the first 7 months of 2025, despite many difficulties, with the spirit of solidarity, high determination, and outstanding efforts of the entire political system, all levels, sectors, business community and people, the province's socio-economic situation has achieved many positive results.
GRDP growth rate is estimated at 8.09%, exceeding the set scenario, ranking 6th/9 in the Northern midland and mountainous region, and 17th/34 provinces and cities.
Total state budget revenue in the area in the first 6 months of 2025 reached VND 8,133.3 billion, equal to 60% of the estimate assigned by the Central Government. Disbursement of public investment capital is always among the leading localities in the country.
In particular, investment attraction continued to achieve many positive results: the province granted investment policy decisions to 38 projects, with a total registered capital of nearly VND 11,700 billion; 67 valid FDI projects with a total registered capital of USD 1,082 million.

Speaking at the conference, comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said: Right from the preparation for the merger, the Standing Committees of the Provincial Party Committees of Lao Cai and Yen Bai (old) provinces agreed to be ready to issue an action program and implementation plan of the Standing Committee of the Lao Cai Provincial Party Committee (new) to implement Resolution No. 68 of the Politburo on private economic development.
In order to continue promoting administrative reform and improving the investment and business environment, Lao Cai Provincial Party Secretary Trinh Xuan Truong requested that cadres and civil servants strictly implement the spirit of "5 no's": No delays; no harassment; no overlap or barriers; no impact on investment attraction; and no shirking or avoiding responsibility.
At the same time, it is recommended that the business community promote the spirit of solidarity, cooperation, creativity, daring to think, daring to do, and closer association to create synergy, together overcome challenges, seize opportunities, and improve competitiveness not only in the domestic market but also in the region and the world.
The province will continue to review and remove “bottlenecks” related to land, environment, planning and credit procedures; areas that the business community and investors often report as having many problems. Lao Cai hopes that investors will continue to accompany, share and promote their role as strategic development partners, working with the province to build industries and fields with potential and strengths.

On this occasion, Lao Cai province launched the Lao Cai Business Association (new) on the basis of merging the Yen Bai Business Association and the Lao Cai Business Association (old). This is an important milestone, marking the birth of a stronger representative organization, strengthening solidarity, effectively mobilizing resources, orienting sustainable development for the business community; contributing to the overall development of Lao Cai province.
Speaking at the conference, Mr. Nguyen Quang Vinh, Vice President of the Vietnam Federation of Commerce and Industry (VCCI), highly appreciated the government's commitment and the early and proactive involvement of departments and branches of Lao Cai province. This is one of the decisive factors for the province's success.

With the implementation of Resolution 68, members of the VCCI Executive Board will actively participate and contribute ideas to the province on how to further develop the economy and social security; create sustainable livelihoods for people, create green business models, circular economic models, contribute to environmental protection, and contribute to ensuring national security and defense.
At the conference, businesses and investors also discussed and contributed many ideas on building mechanisms and policies, removing difficulties arising in the early stages of operating two-level local governments, and difficulties and obstacles in production and business activities.
Concluding the conference, comrade Tran Huy Tuan, Chairman of Lao Cai Provincial People's Committee emphasized: With the goal and orientation of building Lao Cai to become a center for economic exchange, foreign affairs, international cooperation with Yunnan province and the Southwest region (China); a focus on tourism development, border gate services, a center of metallurgical industry, and development of endemic agriculture to supply the region and the whole country.
With the slogan "Businesses prosper, Lao Cai develops"; in the coming time, Lao Cai Province will continue to pay attention to supporting and accompanying businesses in socio-economic development.

The province will strive to review and adjust the planning system and policies to create an open, transparent and effective investment environment. In particular, Lao Cai province is committed to supporting businesses through policies to attract investment, develop the digital economy, green economy and circular economy.
