Hanoi: Establishing 389 commune-level steering committees in the third quarter of 2025

On July 31, the Hanoi People's Committee issued a notice of the conclusion of Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen, Head of the City's Steering Committee 389, at the conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2025 on combating smuggling, trade fraud and counterfeit goods.

Accordingly, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen requested departments, branches, members of the city's Steering Committee 389, People's Committees of communes and wards to seriously, resolutely, effectively and comprehensively implement the Government's and city's directives on combating smuggling, trade fraud and counterfeit goods.

Innovate thinking, perception, approach and methods of direction and management; shift from passive to proactive, flexible, practical and effective in action.

Detect, combat, and handle violations right at the grassroots level, preventing the formation of complex hotspots. Promote the application of technology and digital data to strictly control high-risk areas, areas, and products, determined to create breakthroughs in this work.

Authorities tighten discipline, increase inspections, and fight uncompromisingly against the production and trade of counterfeit goods, especially those that directly affect people's health, such as food, medicine, and cosmetics.

Promote and clarify the responsibility of government leaders and functional forces at the grassroots level if complicated and prominent incidents occur in the management area.

The People's Committees of communes and wards urgently establish the 389 Steering Committee at the commune level according to a unified model, linked with the responsibility of the head, to be completed in the third quarter of 2025. The Chairman of the People's Committee at the commune and ward level acts as the head of the steering committee at the local level.

The Department of Industry and Trade presides over and coordinates with the Department of Home Affairs to develop a project to rearrange and reorganize market management teams, ensuring streamlining, effectiveness, efficiency, and suitability to reality.

Along with that, promote information, propaganda, and dissemination of laws to raise awareness and compliance of people and businesses, not to participate in or assist in violations; publicize and make transparent the results of handling typical cases for general deterrence and prevention.

The Department of Industry and Trade shall preside over and synthesize difficulties and problems regarding mechanisms, policies, and coordination regulations between departments, branches, and inter-provincial agencies to advise and propose to competent authorities for resolution; coordinate with the Department of Finance and relevant units to report to the City People's Committee on plans to build temporary warehouses to store and preserve confiscated and evidence of violations in the third quarter of 2025; preside over and coordinate with relevant departments and branches to review and propose plans to upgrade inspection and appraisal centers in the area.
