Among the 10 projects of the National Target Program 1719 implemented in Lao Cai, only Project 6 "Preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development" is being implemented smoothly; the remaining 9 projects all have certain problems. For example, for Project 1 on "Solving the shortage of residential land, housing, production land, and domestic water", most localities have implemented very slowly or have not yet implemented support contents, because it is very difficult to find eligible subjects for support. The reason comes from the fact that households eligible for support do not have land use right certificates, are building houses on agricultural land, the planned location for housing construction is not suitable for planning, there is no land use plan...
In Project 2 on “Planning, arrangement, placement, and stabilization of population”, regarding the content of concentrated population arrangement: Due to the complex terrain conditions of the project area, the volume of land leveling is large; the technical infrastructure system is not synchronous, the connecting traffic system must go through suspension bridges (narrow roads), and there is a lack of electricity grid (long power lines must be pulled and transformer stations must be installed to ensure sufficient load).
Meanwhile, according to Instruction No. 02 dated July 12, 2023 of the Department of Agriculture and Rural Development, the investment costs determined according to the support levels of Resolution 05 of the Provincial People's Council according to the investment rate are not suitable to reality.
With the content of supporting interlaced residential arrangement, in reality, the land fund to serve the need for interlaced residential arrangement is not available, but it is necessary to review the planning and land use plan; adjust the planning of residential areas; reclaim land, compensate for land of other households, and change the purpose of use to create a residential land fund. Because this requires many steps and procedures; the implementation of procedures at the district and commune levels is still confusing and not drastic. Therefore, in 2023, except for Lao Cai city, districts and towns have not implemented the disbursement of interlaced residential arrangement content.

One of the projects that encountered the most difficulties was Project 3 on "Developing sustainable agricultural and forestry production, promoting the potential and strengths of regions to produce goods according to the value chain".
Specifically, for Sub-project 1 on "Sustainable development of agricultural and forestry economy associated with forest protection and increasing people's income", the acceptance area is large, the commune's human resources are thin, many households were granted land use right certificates but lost them, even had land use right certificates but could not determine the location of the family's forest, some forest areas changed status, so it was difficult to review, accept and disburse.
In fact, most localities are slow in disbursing this capital source due to the above-mentioned problems. In addition, the project's support targets are only within the communes of Region II and Region III, and do not support particularly disadvantaged villages in communes of Region I, thus limiting the number of supported targets.
Or as in Sub-project 2 (under Project 3) on "Supporting the development of production according to the value chain, precious medicinal herb growing areas, promoting business start-ups, startups and attracting investment in ethnic minority and mountainous areas", related to the content of supporting the development of production according to the value chain, localities encountered difficulties and obstacles in implementing the project, association plan, finding the association leader, because at point b of Sub-project 2 (under Project 3) Decision 1719 stipulates: "Enterprises (production, processing, trading), cooperatives participating in the value chain have 70% or more of the total number of employees being ethnic minorities".
This regulation is very difficult to implement, because in reality, almost no enterprises or cooperatives meet this condition because there are regulations on the rate of supported subjects according to point a of Sub-project 2 (under Project 3) Decision 1719. If the regulation on the rate of ethnic minority workers of enterprises and cooperatives participating in the value chain continues, it will be very difficult for localities to have qualified units to register as joint owners, or register as members to participate in the joint venture, while they have enough capacity, experience, finance, human resources, output markets for products, etc.
To continue to overcome difficulties in the implementation of the National Target Program 1719, Lao Cai province has recently had many solutions and drastic directions. Accordingly, for Project 1 and Project 2, the Provincial People's Committee continues to direct localities to review and adjust land use planning, land use plans, and population planning to solve the problem of land allocation for residents.
The Provincial People's Committee directs the sectors to accelerate progress, promptly develop and complete implementation mechanisms and policies to ensure consistency and compliance with central guidelines and local conditions. In particular, research and deploy a pilot mechanism to decentralize to the district level in managing and organizing the implementation of the program for the 2024-2025 period according to the resolution on a number of specific mechanisms and policies to implement the National Target Programs of the National Assembly to ensure compliance with the reality in the province.
