According to Major General Tran Duc Tai, the Ho Chi Minh City Police, in collaboration with various agencies, will create profiles of drug addicts who possess driver's licenses and send them to local authorities and transportation companies for management purposes.

The plan was announced by Major General Tran Duc Tai, Deputy Director of the Ho Chi Minh City Police, at the Conference on Implementing Traffic Safety and Order in Ho Chi Minh City on the afternoon of November 22nd.

Accordingly, within the next month, the Ho Chi Minh City Traffic Police Department, in coordination with the Traffic Police Bureau, the Department of Labor, War Invalids and Social Affairs, and the Ministry of Transport, will compile data on drug addicts holding driver's licenses and send it to local authorities for verification and review.

After compiling the list, the unit will notify the police in wards, communes, and towns, as well as transportation businesses, to manage and take measures to inspect and prevent drivers under the influence of stimulants from causing accidents.

When these individuals drive motorcycles or cars, the police at the ward, commune, or town level can quickly detect and decisively handle them. In addition, information will be sent to transportation businesses for timely detection and monitoring. "This will prevent drug addicts or those undergoing rehabilitation from driving unsafely at the source," Major Tài said.

This plan was introduced in the context of the continued prevalence of drug use while driving. During a week-long patrol on National Highway 1 through Ho Chi Minh City, the city's Traffic Police Department detected 17 drivers testing positive for drugs and 312 cases of drivers with alcohol in their system.

In May 2023, the Ministry of Transport requested provincial departments to advise local People's Committees to direct medical facilities conducting health examinations to implement strict control mechanisms and put an end to the practice of issuing driver's licenses to drug addicts and those lacking the necessary competence or conduct.

Over the past 11 months, Ho Chi Minh City traffic police have handled more than 609,000 traffic violations; temporarily seized 1,261 cars and over 139,000 motorbikes, and revoked the driver's licenses of nearly 99,000 people.
