Previously, at 8:00 p.m. on August 17, Dam Ha commune authorities received a report that a raft capsized in the sea of Binh Hai village (Dam Ha commune), while the area was experiencing a large storm.
The raft above was owned by Mr. Nguyen Van M. (born in 1980, residing in Quang Minh 3 village, Dam Ha commune), carrying 17 people from Ghenh Vo wharf (Quang Ha commune, Quang Ninh province) to the sea of Binh Hai village to farm clams.

Immediately after receiving the information, local authorities mobilized forces and vehicles to approach the scene to organize rescue.
However, due to prolonged heavy rain and low tides, the search was difficult, so local authorities had to increase forces, with the coordination of police, military and border guard units in the area.
By this morning (August 18), the rescue team had found the bodies of two victims, Ms. NTH (born in 1984, residing in Quang Chinh 7 village) and Mr. TVT (born in 1982, residing in Quang Minh 2 village, both in Quang Ha commune). The remaining 15 people in the accident were rescued and brought to shore.
Currently, Dam Ha commune authorities have handed over the bodies of the two victims to their families for burial according to local customs, and are coordinating with relevant authorities to verify and clarify the cause of the incident.
