Teachers with low qualifications, or degrees from unknown universities, or those that do not demonstrate global research capacity will certainly be ranked low when considering the quality of teachers or faculty.
With limited budgets, most Vietnamese universities have difficulty recruiting or sponsoring their teachers to obtain PhDs from top universities abroad. Teachers often have to find funding from outside the school to study abroad, but the number of teachers who can study abroad is very small compared to the total number of teachers who need to study further, such as obtaining a PhD.
The quality of PhD training in the country is often considered to have many weaknesses, and is quite far from the research capacity of PhDs from leading universities. Meanwhile, the current regulations of the Ministry of Education and Training do not recognize online or completely distance learning degrees from abroad, even degrees from accredited universities or even from universities ranked in the top 100 best universities in the world .
The Ministry of Education and Training is studying a draft regulation on online and distance learning degrees with foreign universities.
This disadvantage causes teachers and researchers who want to study at a higher level to lose the opportunity to accesseducation in a form that is the result of applying technology in learning in this century.
Teachers cannot obtain a PhD from a high-ranking foreign university, which means the school will be demoted. Meanwhile, foreign universities in the global rankings do not prohibit their teachers from studying and obtaining degrees remotely, and quality assurance organizations do not differentiate between degrees obtained in person and online.
Thus, with Vietnam's own regulations, we have missed the opportunity for domestic universities to upgrade their teachers' qualifications through distance learning with leading foreign universities, missing the opportunity to help more Vietnamese universities enter the top 1,000 schools, even the top 500.
If we study how to manage and recognize degrees of online and distance learning based on quality assessment (very important) instead of learning form (which is not important), we can help domestic universities progress faster under conditions of limited resources.
The Ministry of Education and Training is studying the draft regulations on online and distance learning degrees with foreign universities. We hope that we will have a breakthrough change to help a large number of teachers have the conditions to upgrade their degrees with good foreign universities, as well as help Vietnamese universities enhance their reputation and improve their global rankings.
