Looking back at the five-year journey of implementing the " Effective Mass Mobilization " emulation movement, Ca Mau has created a new, vibrant image in mass mobilization work. According to statistics, the province has more than 4,000 registered models at the grassroots level and 1,800 registered models at the provincial level. This number demonstrates the strong spread of the movement, as "Effective Mass Mobilization" has become an inherent task of the entire political system.

The most significant result is not only the increasing number of models over the years, but also the qualitative transformation. Mass mobilization work has moved beyond formality, becoming more practical and closely linked to key areas: economic development, socio-cultural development, national defense and security, and the building of the political system.

In localities with unique strengths in marine and agricultural economies like Ca Mau, effective people mobilization in the economic sector is crucial to poverty reduction and sustainable development. A prominent success of people mobilization models is the change in deeply ingrained farming practices among the people. From Party branch meetings to on-site gatherings, people mobilization officials persuade people to shift from small-scale, fragmented production to cooperative models. Typical examples include: agricultural cooperatives applying high technology to grow cantaloupe; Improved two-stage extensive shrimp farming The combination of multiple crops and livestock has yielded outstanding economic results.

Mr. Huynh Thanh Lam, Party Secretary and Head of Tan Thanh Hamlet (Dam Doi Commune), said: "The hamlet currently has 550 hectares of aquaculture. Through mobilization efforts, the people have converted 238 hectares to an improved two-stage extensive shrimp farming model. In particular, we established a cooperative for aquaculture services with 30 members, operating on an area of ​​40 hectares. This model creates strong linkages, enhances product value, and provides sustainable income for the people. Thanks to this, Tan Thanh Hamlet has completely eradicated poverty for many years."

Leaders of Dam Doi commune visited a model of integrated vegetable garden and fish pond – an effective model that has been positively received by the people and is slated for wider implementation in the future.

In Ca Mau, the strength of mass mobilization work lies in the persistent approach of "listening to the people, speaking in a way the people understand, and acting in a way the people trust." Through close engagement with the grassroots, a series of innovative and effective approaches have emerged, such as: " Security Lighting ," "Safe Residential Areas Saying No to Drugs," and "Safe Boat Fleet"... These models skillfully transform the people into "eyes and ears" on the front lines of maintaining security and order.

In particular, a prominent highlight in the province's mass mobilization work is the resolute protection of aquatic resources in accordance with the spirit of Directive No. 17-CT/TU of the Provincial Party Committee. Through propaganda and mobilization efforts, Party committees and authorities at all levels have awakened a sense of self-awareness among the people, resulting in the voluntary surrender of 2,532 sets of electric fishing equipment; nearly 145,000 households have signed commitments not to produce, trade, store, or use explosives, electric shock devices, and toxic substances for fishing, contributing to the sustainable protection of the local ecological environment.

The Khánh Hội Border Guard unit inspected fishing vessel monitoring equipment and urged fishermen to strictly comply with regulations on fisheries exploitation.

According to Comrade Ho Trung Viet, Head of the Propaganda and Mass Mobilization Department of the Provincial Party Committee, the greatest success of mass mobilization work in Ca Mau is the integration of the "Skilled Mass Mobilization" movement with the promotion of studying and following the thoughts, ethics, and style of Ho Chi Minh, creating new moral values ​​and profoundly changing the face of society. As a result, the people are no longer outsiders but truly become the subjects, directly implementing, benefiting from, and sustainably protecting the achievements of local development.

A breakthrough stemming from trust.

Ca Mau province has determined that to gain the people's trust, officials must set an example. Models aimed at people's satisfaction, such as "Standards of communication and conduct for officials and civil servants," and "Maintaining and improving the quality of a friendly government," have completely changed the mindset of the administrative apparatus. The application of digital technology to public relations work, with models like "Digital Citizen Creation Day" or "Improving the quality of returning administrative documents at home," has narrowed the gap between the government and the people. Regular, direct dialogues between the heads of Party committees and the government with the people help to resolve "bottlenecks" in their thoughts and aspirations, thereby definitively resolving complaints and denunciations at the grassroots level and preventing the emergence of hotspots.

The results of mass mobilization work are a measure of the collective effort and unity of the entire society. To ensure the movement truly goes deeper and yields practical results, the Provincial Party Standing Committee issued Directive No. 08-CT/TU, dated March 26, 2026, on continuing to promote the "Skilled Mass Mobilization" emulation movement and implementing "Skilled Mass Mobilization Day" (the 15th of each month) in the province.

Mass mobilization work must keep pace with the trends of the times, promoting models based on digital platforms, linked to administrative reform and the building of a service-oriented government. At the same time, we must resolutely eliminate "empty" models and focus resources on replicating good, innovative practices that have a widespread impact on the community.
