The Ministry of Finance has just issued Circular 60/2023/TT-BTC regulating the rates, collection methods, exemptions, and management of registration fees and license plate issuance for road motor vehicles (Circular 60). Circular 60 replaces Circular No. 229/2016/TT-BTC.
Circular 60, effective from October 22, 2023, introduces several changes to registration and license plate fees for cars and motorcycles.
Specifically, Circular 60 stipulates a change in the fee for the initial issuance of vehicle registration certificates and license plates in Zone I for automobiles (excluding passenger cars with 9 seats or fewer; trailers and semi-trailers registered separately) to 500,000 VND/per vehicle/per time. The fee for Zones II and III is 150,000 VND/per vehicle/per time.
Specifically, for passenger cars with 9 seats or fewer (including pickup trucks), the fixed fee is 20 million VND per instance in Hanoi and Ho Chi Minh City, equivalent to a 40-fold increase compared to before (previously, the fee was only 500,000 VND per instance for Zone I).
According to Circular 60, the fee for issuing a new vehicle registration certificate and license plate for passenger cars with 9 seats or fewer (including pickup trucks) in Zone II is 1 million VND per vehicle per issuance.
In Zone III, the fee is 200,000 VND per vehicle for new registration. The fees for Zones II and III remain unchanged compared to current regulations.
For motorcycles, according to Circular 60, the registration and license plate fees for road motor vehicles are calculated based on the vehicle's value and the region.
Specifically, for vehicles valued at over 40 million VND, the fixed fee is 4 million VND (Area I); Area II is 800,000 VND/per vehicle/per visit; and Area III is 150,000 VND/per vehicle/per visit, replacing the current regulation of 50,000 VND/per vehicle/per visit.
For motorcycles valued between 15 million and 40 million VND, the fixed fee is 2 million VND per vehicle per transaction for Zone I, replacing the current rate of 1-2 million VND; Zone II remains at 400,000 VND per vehicle per transaction; and Zone III is 150,000 VND per vehicle per transaction, replacing the current rate of 50,000 VND per vehicle per transaction.
For motorcycles valued at 15 million VND or less, the fee in Zone I is 1 million VND per vehicle, replacing the current regulation of 500,000-1,000,000 VND per vehicle; Zone II remains at 200,000 VND per vehicle; and Zone III has a fee of 150,000 VND per vehicle, replacing the current regulation of 50,000 VND per vehicle.
In addition, Circular 60 also stipulates that organizations and individuals whose headquarters or residences are located in a particular area must pay the registration certificate and license plate fee for vehicles according to the fee rates prescribed for that area.
For cases involving the issuance of registration certificates and license plates for newly acquired vehicles through auction, the winning bidder (organization or individual) shall pay the registration certificate and license plate issuance fee as follows: registration and issuance of certificates and license plates in Zone I shall apply the fee rate of Zone I; registration and issuance of certificates and license plates in Zones II and III shall apply the fee rate of Zone II.
Meanwhile, the value of the motorcycle used as the basis for applying the fee for issuing registration certificates and license plates is the taxable value at the time of registration.
Zone I includes: Hanoi City and Ho Chi Minh City, encompassing all districts and communes under their jurisdiction, regardless of whether they are inner-city or suburban areas.
Region II includes: Centrally governed cities (excluding Hanoi and Ho Chi Minh City), encompassing all districts and counties under their jurisdiction, regardless of whether they are inner-city or outer-city; and cities and towns under provincial jurisdiction, encompassing all wards and communes within the city or town, regardless of whether they are inner-city wards or outer-city communes.
Region III includes: All areas other than Region I and Region II.
