The Ministry of Finance has just issued Circular No. 71/2025/TT-BTC amending and supplementing a number of articles of the circulars of the Minister of Finance regulating fees and charges. This document takes effect from July 1.
The notable point in Circular 71 is the re-regulation of administrative zoning to apply the fee level for vehicle registration and license plate issuance.
Region I includes: Hanoi City, Ho Chi Minh City, including all communes and wards under the city (regardless of inner city or suburbs), except for special zones under provincial level.
Region II includes: Special zones under provincial level in Region I and other provinces and centrally run cities outside Region I.

New regulations of the Ministry of Finance on the collection of fees for vehicle registration and license plates.
According to the new administrative boundaries, the fee for granting vehicle registration certificates and license plates is specifically changed as follows: For passenger cars with 9 seats or less (including pick-up trucks) in area I is 20 million VND and in area II is 200,000 VND.
For motorbikes, the fee is divided according to the value of the vehicle as follows: Vehicles worth up to 15 million VND: 1 million VND for area I; 150,000 VND for area II;
Vehicles worth over 15 million VND to 40 million VND: 2 million VND for region I; 150,000 VND for region II;
Vehicles worth over 40 million VND: 4 million VND for region I; 150,000 VND for region II.
Thus, from July 1, people in Binh Duong and Ba Ria - Vung Tau (old), after administratively merging with Ho Chi Minh City, will have to pay the first-time car registration fee at the new rate of VND20 million, instead of VND1 million as before. Con Dao Special Zone does not apply this rate because it is classified in Region II.
According to Circular 71, organizations and individuals with headquarters or residence in a certain area must pay fees for vehicle registration certificates and license plates at the corresponding level for that area.
Organizations and individuals who win the auction for vehicle license plates pay the fee for the issuance of vehicle registration certificates and license plates according to the fee collection rate of the area where they have chosen to register and issue the license plates. This is in accordance with the provisions of the law on registration and license plates of motor vehicles.
