The Vietnam Road Administration announced that it completed the signing of the BOT contract with the consortium of investors, Dai Quang Minh Real Estate Investment Joint Stock Company - Son Hai Group Co., Ltd. (Truong Hai - Son Hai consortium) and Dau Giay - Tan Phu Expressway Investment Co., Ltd. (project enterprise) on June 5th.
According to the project enterprise's report, Dong Nai province is currently selecting a consultant to carry out the land survey and compensation plan preparation, with the land clearance work expected to be completed between October and December 2025.
Specifically, the Dầu Giây interchange section, part of the Ho Chi Minh City - Long Thành - Dầu Giây expressway project previously implemented by the Vietnam Expressway Investment and Development Corporation (VEC), has already had its land cleared. The project enterprise is coordinating with VEC to receive relevant documents and organize the handover of the land at the site.
Regarding construction procedures, since the project's investment policy was decided by the Prime Minister and approved by the Minister of Transport (now the Minister of Construction ), it falls under the category of projects exempt from construction permits according to regulations.
The project enterprise has also signed contracts with consulting contractors and is currently conducting surveys for the construction design phase following the basic design phase. It is expected that the appraisal and approval process will be completed in October 2025 to select the construction contractor, proceed with the preparation and approval of construction drawings, and organize construction in November 2025.
To ensure the project's early commencement, the Vietnam Road Administration conducted site inspections and worked with the investor and project enterprise to determine the scope of the route that met the conditions for commencement. Accordingly, the section through the Dau Giay intersection - where the land is already available, approximately 500m long (from Km0+300 to Km0+800) - was determined to be eligible.
According to the project enterprise, the technical design documents for the 500m section at the Dau Giay intersection have completed the verification and appraisal process and were approved in early July 2025. Simultaneously, the contractor selection process was completed and construction drawings were implemented in July 2025. Based on this, the enterprise proposes commencing the project in August 2025.
In conjunction with the groundbreaking and inauguration ceremonies of major projects nationwide to commemorate the 80th anniversary of National Day, as directed by the Prime Minister, the Vietnam Road Administration agrees with the proposal of the project enterprise.
Therefore, the Vietnam Road Administration recommends that the Ministry of Construction allow the commencement of the Dau Giay - Tan Phu expressway project (phase 1) on August 19th, as proposed at the meeting on the implementation status of national key projects and priority projects in the transport sector.
Scale of the Dau Giay - Tan Phu Expressway Project
The Dau Giay - Tan Phu Expressway project (phase 1) is 60.2km long, with the entire route passing through Dong Nai province. The route starts at the intersection with National Highway 1, connecting to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway; and ends at the intersection with National Highway 20, connecting to the Tan Phu - Bao Loc Expressway.
The project is implemented under a public-private partnership (PPP) model - a BOT (build-operate-transfer) contract. The total investment for the project is 8,496 billion VND, of which 1,300 billion VND is allocated from the state budget for land acquisition, and the remainder is from the investor.
