Recently, many households in Khanh My residential group, Phong Thu ward, Phong Dien town have brought obstacles to TL9 to block vehicles on the road. The reason is that every day, hundreds of vehicles carrying soil and rocks from construction material mines pour here to go to National Highway 1A, causing the road to deteriorate more and more seriously.
According to the reporter's records, along the TL9 route, there are many sections of the road surface peeling off into deep holes, "potholes"... rough and dangerous for traffic participants. When it rains, the road is muddy and flooded, when it's sunny, it's dusty. In particular, the section through My Khanh residential area, the road surface here no longer has the "shadow" of asphalt concrete but is filled with sand and dirt. Every time vehicles pass through, mud and dirt splashes everywhere. Heavy trucks continuously circulate, creating deep, flooded holes, becoming traps for road users.
Mr. Hoang Van Hoa (Khanh My Residential Group, Phong Thu Ward) said that the road has been degraded for more than 2 years now, especially after the time the expressway project restored the road. “During construction, the construction unit borrowed the road to transport materials, but when the project was completed, they restored it too carelessly, poured too thin asphalt concrete, and the roadbed was weak. In addition, in the past, heavy-duty material trucks from the mines continuously ran on the route, causing the road to be patched many times, then damaged again,” Mr. Hoa said. Because of frustration, people blocked the road several times, then made minor repairs but then “everything went back to the way it was”. Local people really hope that the road will soon be repaired, upgraded, and expanded to promote the effectiveness of the expressway interchange, convenient for people, especially during the rainy and stormy season.
According to Mr. Truong Minh Phat, Chairman of Phong Thu Ward People's Committee, the people living along both sides of TL9, blocking vehicles, has happened many times in 2024 - 2025. The ward has also coordinated with relevant parties many times, invited people to work and the units also committed to repairing the road surface to avoid damage. However, because the commitment was not implemented or not implemented thoroughly, it led to people being upset for a long time, causing road blocking to recur.
“This is a local problem and has gone beyond the authority. I hope that the relevant units will soon repair and upgrade the entire TL9 route to solve the fundamental problem and create consensus among the people,” said Mr. Phat.
According to a representative of Hue City Road Joint Stock Company No. 1, TL9 section from Km0+00 to Km8+00 is currently seriously degraded due to the sudden increase in the volume of heavy-duty vehicles transporting earth, rock, materials, etc. on the route; every day, there are more than 200 6-axle vehicles and more than 500 dump trucks with less than 6 axles circulating on the route. The company has reported the deterioration of this section to the Department of Construction since 2024.
Recently, the Department of Construction issued Document 2090/SXD-PTĐT&HTKT on the urgent repair of TL9 through Phong Thu ward and Phong Xuan commune. The Department of Construction has submitted to the Department of Finance for approval of the investment policy for the project to upgrade TL9 from National Highway 1 to Cam Lo - La Son Expressway to ensure safety for people and vehicles traveling on the route. While waiting for the investment project, performing regular maintenance tasks, Hue City Road Joint Stock Company I will continue to temporarily fix the locations where "potholes" have appeared, areas where water stagnates in the section, and will patch "potholes" and resurface the peeling road surface to limit the impact on households living on both sides of the route.
