At the working session with the Standing Committee of the Hanoi Party Committee, General Secretary To Lam affirmed that the policy of streamlining the apparatus, rearranging provincial-level administrative units and not organizing at the district level is a turning point decision in the roadmap for innovation of the national political and governance system, towards a streamlined, efficient, effective and efficient administration.

Working with localities on the operation of the two-level government model, the General Secretary repeatedly requested local leaders to immediately grasp the spirit: The apparatus may change, but the spirit of serving the people must not be interrupted; the people must be served faster and better; the spiritual and material lives of the people must be improved.

Implementing the direction of the General Secretary, in the first days of operating the two-level government model, Party committees and authorities in many localities boldly innovated their thinking, promoted the spirit of initiative and creativity, implemented many initiatives and breakthrough solutions, improved service quality, and received the people's consensus and support.

Thuan My Commune (new), Tay Ninh Province was merged from 3 communes: Thanh Phu Long, Thanh Vinh Dong and Thuan My (belonging to Chau Thanh District, old Long An Province). In Thuan My, the Commune Party Committee directly dialogued with the people, through the Party cells to quickly grasp the grassroots situation, reflect and aspire the Party members and people from the practical implementation of the new government model.

The Party Secretary of the commune directly supervises and urges the work at the Commune Public Administration Service Center; inspects the activities of construction and traffic works in the area... with the goal of "directing and operating close to reality, serving the people best".

Direct dialogue is an important information channel that helps all people's feedback be listened to by the Party Committee, thereby effectively adjusting policies and practices.

Immediately after July 1, based on the reality after the merger of Binh Lu, Son Binh communes and Tam Duong town, the Party Committee of Binh Lu commune (new), Lai Chau province flexibly implemented many solutions, such as: arranging job positions according to capacity, strengths, and expertise; promoting the exemplary role of the head of organizations and agencies; directing civil servants of the Commune Public Administration Service Center to focus on solving essential administrative procedures for people...

With high political determination, the Party Committee and the commune government directed specialized departments and offices to change their working methods; implemented various forms of propaganda so that people could clearly understand information about the merger policy, the organizational structure of the new political system, the units receiving and handling administrative procedures for people... to create maximum convenience for people.

With the two-tier government model, the General Secretary also pointed out that digital transformation is the vital bridge between the province and the commune because without district-level organization, provincial leaders will directly manage commune-level focal points. Without technology and data-based management, it is impossible to communicate, direct, grasp the situation or manage work in a timely manner.

During the implementation process, there will initially be some difficulties and obstacles, but localities need to focus on creating breakthroughs in administrative reform and digital transformation; promoting data connectivity, ensuring that people can access public services quickly, transparently and conveniently.

Following the direction of the General Secretary, many local Party committees and authorities have been flexible and creative in applying digital technology, ensuring more effective service to the people.

Since the first day of implementing the two-level government, people in the three communes of Hoa Vang, Hoa Tien and Ba Na (Da Nang city) have been able to scan QR codes to use artificial intelligence (AI) when needing to answer questions about administrative procedures.

Accordingly, the AI application has a 24/7 online support toolkit, just scan the QR code with your phone, type a question or use your voice to get timely answers to related information, especially issues that people are particularly interested in such as: land records, health insurance, residence, social policies, two-level local government model...

In Tan Phong ward (Lai Chau province), the ward Party Committee directed specialized departments and offices to quickly handle administrative records and procedures in the electronic environment, without interruption or delay, creating convenience for the people.

Accordingly, the reception and processing of administrative procedures are carried out in accordance with regulations. As of July 10, 319 records have been received (of which 195 records were processed entirely in the electronic environment (reaching 61.13%); the rate of records processed on time reached 100%).
