During a meeting with the Standing Committee of the Hanoi City Party Committee, General Secretary To Lam affirmed that the policy of streamlining the administrative apparatus, reorganizing provincial-level administrative units, and abolishing district-level units is a landmark decision in the roadmap for reforming the national political and governance system, aiming for a streamlined, efficient, effective, and effective administration.

Working with localities on the operation of the two-tiered government model, the General Secretary repeatedly requested that local leaders immediately grasp the spirit that: the apparatus may change, but the spirit of serving the people must not be interrupted; the people must be served faster and better; and the people's spiritual and material lives must be improved.

Following the General Secretary's directive, in the early days of operating the two-tiered government model, Party committees and authorities in many localities boldly reformed their thinking, promoted a proactive and creative spirit, implemented many breakthrough initiatives and solutions, improved the quality of service, and received the people's approval and support.

The new Thuan My commune in Tay Ninh province was formed by merging three communes: Thanh Phu Long, Thanh Vinh Dong, and Thuan My (formerly part of Chau Thanh district, Long An province). In Thuan My, the commune's Party Committee directly engaged in dialogue with the people through its branches to quickly grasp the situation at the grassroots level and reflect the aspirations of Party members and the people based on the practical implementation of the new government model.

The Party Secretary of the commune directly supervises and urges the work at the Commune Public Administrative Service Center; inspects the operation of construction and transportation projects in the area… with the goal of “directing and managing in a practical manner, serving the people in the best way possible”.

Direct dialogue is an important channel of information that ensures all feedback from the people is heard by the Party committee, thereby enabling effective adjustments to policies and methods.

Immediately after July 1st, based on the practical situation following the merger of Binh Lu, Son Binh communes and Tam Duong town, the Party Committee of the new Binh Lu commune, Lai Chau province, implemented many flexible solutions, such as: arranging job positions according to ability, strengths, and expertise; promoting the exemplary role of the heads of organizations and agencies; directing civil servants of the Commune Public Administrative Service Center to focus on resolving essential administrative procedures for the people...

With strong political determination, the Party Committee and the commune government directed specialized departments and agencies to change their working methods; implementing diverse forms of propaganda to ensure that people clearly understand the merger policy, the new organizational structure of the political system, and the units responsible for receiving and processing administrative procedures for the people... creating maximum convenience for the people.

With the two-tiered government model, the General Secretary also pointed out that digital transformation is a vital bridge between the province and the commune because, without a district level, provincial leaders will directly manage the commune-level entities. Without technology and data-driven management, it would be impossible to communicate, direct, monitor the situation, or manage work in a timely manner.

During the implementation process, there will be some initial difficulties and obstacles, but localities need to focus on creating breakthroughs in administrative reform and digital transformation; promoting data connectivity, ensuring that people can access public services quickly, transparently, and conveniently.

Following the directives of the General Secretary, Party committees and authorities in many localities have been flexible and creative in applying digital technology, ensuring more effective service to the people.

Since the implementation of the two-tiered government system, residents of the three communes of Hoa Vang, Hoa Tien, and Ba Na (Da Nang city) have been able to scan QR codes to use artificial intelligence (AI) when they need answers to questions about administrative procedures.

Accordingly, the AI ​​application has a 24/7 online support toolkit; simply scan the QR code with your phone, type your question, or use your voice to receive timely answers to relevant information, especially on issues of particular interest to the public such as: land records, health insurance, residency, social policies, the two-tiered local government model, etc.

In Tan Phong ward (Lai Chau province), the ward Party Committee directed specialized departments and divisions to quickly process administrative documents and procedures electronically, ensuring no interruptions or delays, thereby facilitating convenience for the people.

Accordingly, the receipt and processing of administrative procedures are carried out in accordance with regulations. As of July 10th, 319 dossiers have been received (of which 195 dossiers were processed entirely electronically (reaching 61.13%)); the rate of dossiers processed on time reached 100%.
