This afternoon, strong winds caused by storm No. 5 blew off the corrugated iron roof of the 2-story building of Dinh Ban Primary School in Thach Khe commune.

The National Center for Hydro-Meteorological Forecasting said that at 12 noon on August 25, the center of the storm was at about 18.5 degrees North latitude; 106.5 degrees East longitude, about 85km East Southeast of Nghe An, about 65km East of Ha Tinh, and about 135km East Northeast of Quang Tri.

Strongest wind: level 13 (134 - 149km/h), gust level 16.
Forecast in the next 3 hours, the storm moves in the West Northwest direction, speed about 15km/h.
According to Ha Tinh Newspaper reporters, at Thien Cam Tourist Area, the wind was still howling, there was heavy rain and the waves were several meters high.
In Loc Ha commune, the rain has stopped but the wind has started to pick up. Records from many areas show that small trees have fallen, garage doors have been blown open...
Due to the impact of storm No. 5, in some communes of Huong Binh, Huong Pho, Ha Linh, Huong Xuan, there was heavy rain and wind, causing many trees to fall and local flooding.

Strong winds caused many trees to fall on the Ho Chi Minh trail and some commune routes, obstructing traffic.


In Huong Binh commune, local authorities have put up warning signs, prohibiting vehicles from traveling in flooded areas and unsafe spillways when traveling in strong winds and heavy rain.

Due to the impact of storm No. 5, heavy rains occurred in Ky Thuong commune (Ha Tinh). The bridge and traffic system was deeply flooded, and many places were partially isolated.

In addition, many areas of summer-autumn rice and crops were overturned and flooded. Some inter-village roads and bridges were flooded, at risk of being cut off. In streams and mountainous areas, there were landslides and flash floods that were potentially dangerous.
According to the leader of Nam Ha Tinh Irrigation Company Limited, at 11:00 a.m. on August 25, the water level of Ke Go Lake was 25.92m/overflow threshold elevation +26.5m, corresponding to a designed capacity of 178 million m3 /345 million m3 .

Vung Ang Ward is ready to evacuate nearly 4,000 people to a safe place. Due to heavy rain, the water level in the three residential groups of Canh Truong, Truong Yen, and Truong Phu is rising, facing the risk of flooding.
Mr. Nguyen The Anh - Chairman of Vung Ang Ward People's Committee said: "These are 3 residential groups with low-lying areas, with only 1 single access road, so if heavy rain continues, the risk of isolation is very high. Currently, the ward is closely monitoring the weather and rainfall, preparing plans for materials and human resources to evacuate more than 1,000 households with 4,000 people to a safe place. The evacuation may be carried out this afternoon."


Due to the forecast of heavy rain due to the impact of storm No. 5, Kim Hoa commune (Ha Tinh) mobilized all forces to urgently evacuate people in vulnerable areas to safety. By 10am this morning, Kim Hoa commune had completed the evacuation. The weather in the area is currently heavy rain with quite strong winds.

Strongest wind: level 13 - 14 (134 - 166km/h), gust level 16. Forecast in the next 3 hours, the storm will move in the West Northwest direction, speed about 15km/h.
The water level of Boc Nguyen Lake at 10am is 17.35/20m, capacity 14.8/24 million m3 . Currently, Boc Nguyen Lake is overflowing at 5m3 /s, rainfall is about 105mm. At Ke Go Lake, the water level is 25.4m, rainfall is 47mm.


Faced with the fact that some fishermen were still trying to "stick" to their boats before storm No. 5 made landfall, the Ha Tinh Border Guard force checked and asked these people to quickly evacuate to shore to ensure safety.

As of 9:00 a.m. on August 25, at the fishing port and storm shelter area of Cua Hoi - Xuan Pho (Dan Hai commune) - an area forecast to be directly affected when storm No. 5 makes landfall, there were 98 fishing boats of fishermen inside and outside the province anchored to avoid the storm.






However, the Border Guard force firmly requested these fishermen to rearrange their belongings and quickly evacuate to shore to ensure safety when the storm hits.



The Border Guard force increased its troops and organized combat duty to respond to storm No. 5, ensuring the safety of people's lives and property.

At some automatic rain gauge stations in the southern coastal area, the average rainfall is 150 - 200mm, higher in some places such as: Ky Lam 220mm, Song Rac lake 218mm.
It is forecasted that from the morning of August 25 to August 26, Ha Tinh province will have heavy to very heavy rain and scattered thunderstorms.
Rainfall is generally from 200 - 400mm, locally over 500mm (heavy rain concentrated from the morning of August 25 to the evening of August 25). Warning of the risk of heavy rain (>200mm/3 hours).
From the night of August 26, heavy rain in Ha Tinh province gradually decreased.

Ha Tinh will continue to tighten the management of ships and boats; thoroughly instruct, guide, secure, and anchor ships and boats at ports to ensure safety.
