In the context of the country's overall positive economic growth, with GDP growth in the third quarter estimated at about 8.2%, GDP growth in the first 9 months estimated at over 7.8% over the same period, the GRDP growth rate of localities is also very positive.
According to the report of the Ministry of Finance , in general, the GRDP growth rate in the third quarter of localities basically continued to maintain the growth momentum of the first 6 months of the year, of which 12 localities had a third quarter growth rate higher than the first 6 months of the year, 2 localities had a third quarter growth rate equivalent to the first 6 months of the year and 20 localities had a third quarter growth rate lower than the first 6 months of the year.
Most localities (18 localities) had a GRDP growth rate of over 8% in the third quarter, including some localities with a growth rate of over 10%. Key localities basically all achieved a growth rate of about 8% or more.
In the first 9 months, the Ministry of Finance's report said that 16 out of 34 localities had GRDP growth of 8% or more; of which, 6 localities had growth of over 10%, including: Quang Ninh (11.67%), Hai Phong (11.59%), Phu Tho (10.22%), Ninh Binh (10.45%), Bac Ninh (10.12%), Quang Ngai (10.15%).
Thus, Quang Ninh is the locality with the highest GRDP growth rate in the country in the first 9 months of 2025, with an increase of 11.67%. As a pioneer in implementing the green and sustainable development strategy, Quang Ninh continues to demonstrate its ability to balance the pillars of industry, services and sea tourism. Specifically, the service sector continues to be the local growth pillar, increasing by nearly 15.2%. The industrial and construction sector also recorded a stable increase of 11.23%, of which industry grew by 11.44%, contributing to a harmonious and sustainable growth picture. With a synchronous infrastructure foundation, strong administrative reform and a strategic position in the international logistics chain, Quang Ninh continues to maintain its position in the top group nationwide in terms of growth rate.
The second place belongs to Hai Phong City, one of the largest industrial and logistics centers in the North. The GRDP of this locality increased by 11.59%. This is also the only centrally-run city with a double-digit growth rate. The remaining centrally-run cities include: Hanoi with GRDP growth of 7.92%; Ho Chi Minh City with growth of 7.07% (excluding oil and gas, growth of 7.69%). Meanwhile, Hue City grew by 9.06%; Da Nang by 9.83%; Can Tho by 7.39%.
Thus, in the group of centrally-run cities, there are 3 cities with 9-month GRDP growth below 8%, while the growth "contract" that the Government gives to these localities is at a high level. In particular, both economic locomotives Hanoi and Ho Chi Minh City are assigned to achieve a growth rate of 8.5% this year.
Among the remaining localities, some localities have a 9-month GRDP growth rate that has not met expectations, such as: Cao Bang with a growth rate of 6.52%; Dien Bien 6.76%; Son La 6.26%; Khanh Hoa 7%; Gia Lai 7.31%; Vinh Long 6.33%; Lam Dong 6.72%; Dak Lak 6.9%. Son La is the locality with the lowest 9-month GRDP growth rate in the country.
Other localities grew quite positively, over 8%, including Lai Chau (8.53%); Lang Son (8.41%); Hung Yen (8.01%); Thanh Hoa (8.19%); Nghe An (8.61%); Ha Tinh (8.05%); Tay Ninh (9.52%); Dong Nai (8.86%)...
