In Quang Nam, there are 7 bridges with investment capital of hundreds of billions of VND, although the bridges have been completed but have not been put into use because of the access road. Meanwhile, in Nui Thanh district, there are 2 bridges that are being "covered", there is a new bridge but people and vehicles have to struggle to cross the old, dilapidated bridge, endangering their lives.

The Tam Giang Bridge Project was approved by the People's Committee of Nui Thanh District, Quang Nam for its feasibility study report in Decision No. 9399/QD-UBND dated October 29, 2015, with a total investment of more than 151 billion VND, a bridge length of 210.5 m including 4 piers, 2 abutments, 5 Super T spans and 469.5 m long approach roads at both ends of the bridge.

Tam Giang Bridge project started in April 2017, according to plan, the bridge is expected to be completed and put into use from July 2018. However, after 6 years, this project is still unfinished and messy. Up to now, the project has completed the bridge section; completed the treatment of weak soil, and is carrying out the loading of the approach road on the side of Nui Thanh town and Tam Giang side; the remaining part of the approach road on Tam Giang side has not been implemented due to the land clearance of some households.

Up to now, the work of land acquisition, compensation, support, resettlement, and site clearance for the Tam Giang Bridge project has been basically completed, and most households have received money to hand over the site. However, there are still 4 households at the head of the Tam Giang bridge who have not agreed to hand over the site. The reasons are that the households have requested compensation for the volume of land within the traffic corridor, requested low compensation prices, and requested to redefine the type of land to be acquired.

Tam Giang Bridge has been completed, but because there is no access road, every day people and vehicles have to "struggle" to travel on the old, damaged, degraded bridge, which is very dangerous to safety.

In Nui Thanh district, Quang Nam, in addition to the Tam Giang bridge being "shelved", the Tam Tien bridge in this district is also "standing still" and has not been implemented. The Tam Tien bridge project and the approach road were approved by the People's Committee of Quang Nam province for investment and construction in Decision No. 1590/QD-UBND dated May 30, 2019 with a total investment of 220 billion VND.

According to the People's Committee of Nui Thanh district, the reason for the slow bridge construction is that in 2021 and 2022, due to the impact of extreme weather, it was often affected by storms, and the rainy season came earlier than previous years with heavy rainfall. Because the project construction area is located in a low-lying area, downstream of Tam Ky city's flood drainage, flooding often occurs during the rainy season, affecting the organization and implementation of the project. Since the end of 2022, construction materials have been scarce, especially hilly land. In addition, the price of materials and supplies has increased while the construction contract is a fixed-price contract, so the contractor has encountered many difficulties and the contractor has not been determined to focus on implementing the construction in the area where the site has been handed over.

Currently, the People's Committee of Nui Thanh district is submitting to the Provincial People's Committee and the Department of Transport to adjust the project implementation time to 2024 for Tam Tien Bridge, adjusting the project implementation time to 2024 to have a basis to continue implementing the project. In addition, the district also directed relevant agencies to review the planning and implement the licensing of land mines to ensure the supply source for not only the Tam Tien Bridge project and the access road but also other projects in the district.

Meanwhile, the Thanh Nam bridge project across the Thu Bon River (Hoi An City) has been completed but has to "stand still" due to land clearance problems on the two approaches to the bridge. The Thanh Nam bridge project across the Thu Bon River was started in 2020, with a total investment of more than 337 billion VND. The bridge is 344 m long, 10.5 m wide with a nearly 200 m long approach road system connecting Cam Nam ward with Cam Chau ward. The project has a total construction time of 1,020 days and is expected to be completed in August 2023. However, up to now, the bridge is still at a standstill and has not been put into use.

Tay An 1 and Tay An 2 bridges across Cau Chim River (Duy Xuyen district, Quang Nam) with an investment of 250 billion VND have been completed but cannot be put into use due to lack of access roads to the bridge.

Faced with the fact that a series of bridges have been completed but have not yet been put into use, the People's Committee of Quang Nam province has assigned units and district-level People's Committees, according to the assigned tasks as investors, to be responsible for reviewing the results of the investment project implementation of road bridges and access roads. In particular, specifically reporting cases where bridges have been completed but access roads have not been completed, so they cannot be put into use, affecting investment efficiency. At the same time, advising and proposing solutions to focus on coordination, urgently resolving problems arising during the implementation process, speeding up the project completion progress. The implementation must develop a specific plan and roadmap, and send it to the Department of Transport before May 22, 2024.

Quang Nam Provincial People's Committee requested to focus on implementing and soon putting into operation the following projects: Tam Giang Bridge, Tam Tien Bridge, Song Ngang Bridge (Nui Thanh District); Thanh Nam Bridge (Hoi An City); Tay An 1 and Tay An 2 Bridges (Duy Xuyen District); Tra Dinh Bridge (Que Son District); bridge on Route DH14 across Vinh Dien River - from Dien An Commune to Dien Minh Commune, bridge on Route DH7 across Vinh Dien River, from Dien Thang Bac Commune to Dien Ngoc Ward (Dien Ban Town)...
