"Solution" to the problem of resources for investment in transport infrastructure

Recently, a series of investors have proposed to participate in the implementation of transport infrastructure projects in the province under the public-private partnership (PPP) investment method. In the context that Dong Nai province is in need of a huge amount of capital to invest in transport projects, the participation of private investors is considered a "solution" to the resource problem for the province to gradually complete a synchronous and modern transport infrastructure system to serve development needs.

The attraction of transportation projects

In early September 2025, Construction Corporation No. 1 (CC1) had a working session with the Provincial People's Committee to propose an investment plan for two traffic infrastructure projects in the province, including the Cat Lai ferry replacement bridge (Cat Lai bridge) and Long Hung bridge (Dong Nai 2 bridge) under the PPP method.

At the meeting, CC1 representatives proposed investment options for the above two projects with BOT (build-operate-transfer) and BT (build-transfer) contract types, payment by budget or land fund.

Mr. Le Bao Anh, General Director of CC1, assessed: Cat Lai Bridge and Long Hung Bridge projects are important regional transport infrastructure projects for Dong Nai province in particular and the Southeast region in general. With the desire to participate in implementing investment projects as quickly as possible, the investor has carefully studied the options to propose to the People's Committee of Dong Nai province.

Regarding Dong Nai province, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha said: The Cat Lai and Long Hung bridge projects are very necessary for Dong Nai to complete the regional transport infrastructure network. As for the Cat Lai Bridge project, besides CC1, another investor has also proposed to implement the project.

Previously, in early August 2025, the Provincial People's Committee also received an official dispatch from Dai Quang Minh Real Estate Investment Joint Stock Company requesting the Provincial People's Committee to consider and approve the enterprise to prepare a proposal for the Project to build a connecting route from Dong Xoai to Ring Road 4 - Ho Chi Minh City via Provincial Road 753, Ma Da Bridge and the route connecting Ma Da Bridge to Ring Road 4 - Ho Chi Minh City. In particular, for the section of Project Component 1 (proposed by the investor), investing in the construction of about 13km of overpass crossing the Dong Nai Nature - Culture Reserve, the enterprise proposed to invest in the form of PPP, BT contract.

In addition to the above projects, the Provincial People's Committee has also approved the joint venture of investors to propose the elevated road projects along Highway 51; extending the Ben Thanh - Suoi Tien metro line to Tran Bien, Long Thanh International Airport and developing the TOD Urban model under the PPP form.

On September 11, 2025, the Government issued Decree No. 243/2025/ND-CP detailing a number of articles of the Law on Investment under the Public-Private Partnership (PPP) method. In particular, it stipulates the procedures for deciding on investment policies for PPP projects and the authority and order of approving PPP projects to comply with the new regulations on decentralization of authority to decide on policies in the Law on Investment under the PPP method.

Maximize resource mobilization

Investing in the synchronous construction of traffic infrastructure systems, especially traffic infrastructure connecting Long Thanh Airport, regional and inter-regional connections is one of the breakthrough development tasks of Dong Nai province.

With that motto, in recent times, Dong Nai has devoted many resources from public investment capital to participate in key national transport infrastructure projects implemented in the province as well as projects invested by the locality.

Currently, Dong Nai province is coordinating with localities to implement regional transport infrastructure projects such as building road bridges including: Cat Lai, Ma Da bridge and connecting roads to Ring Road 4 - Ho Chi Minh City, Hieu Liem, Thanh Hoi, Xom La, Tan An, Tan Hien... Along with that, the province is also implementing investment projects to build, upgrade and expand a series of transport routes to connect localities with Long Thanh Airport. To complete these projects, a huge investment resource of up to hundreds of thousands of billions of VND is required.

According to the People's Committee of Dong Nai province, the province has currently allocated thousands of billions of VND of public investment capital to participate in key national infrastructure projects implemented in the province such as Bien Hoa - Vung Tau, Ho Chi Minh City - Thu Dau Mot - Chon Thanh, Gia Nghia - Chon Thanh expressways; Ring Road 3 - Ho Chi Minh City; upgrading and expanding National Highway 14, Dong Xoai - Chon Thanh section.

According to Vice Chairman of the Provincial People's Committee Ho Van Ha, with the huge resources needed to invest in transport infrastructure projects in the province, if we only rely on public investment, we cannot meet the demand. Therefore, diversifying investment forms and attracting maximum social resources to participate in investing in completing the transport infrastructure system to serve development needs is very necessary.
