- Vietnam Social Security has issued Official Letter No. 1080 guiding units in the system to promote propaganda, consultation and answering questions about social insurance and health insurance policies on the occasion of Vietnam Health Insurance Day, July 1. The propaganda, consultation and answering activities aim to raise people's awareness of the role, significance and benefits of social insurance and health insurance policies; meet the need for consultation and answering information about social insurance and health insurance policies; contribute to building a sustainable social security system, towards the goal of universal health insurance coverage. Currently, there are 1,763,331 people participating in health insurance in the area (of which: Khanh Hoa has 1,201,631 people, Ninh Thuan has 561,700 people). In recent times, the health insurance policy has increasingly affirmed its important role in taking care of people's health. In particular, the amended Law on Health Insurance 2024 will take effect from July 1, 2025 with many new points to increase benefits for participants, bring positive changes in medical examination and treatment and reduce financial burden for patients. This further demonstrates that the health insurance policy is a humane and superior policy of our Party and State, playing the role of the main pillar of the national social security system.
- Could you please tell us about the new benefits that health insurance participants will enjoy under the revised Law on Health Insurance in 2024 compared to before?
- The revised Law on Health Insurance in 2024 expands more benefits for participants. In particular, participants will have benefits such as: Remote medical examination and treatment, support for remote medical examination and treatment; family medical examination and treatment; medical examination and treatment at home... The new Law on Health Insurance also expands some scopes and benefits for people with health insurance cards under 18 years old when treating strabismus and refractive errors of the eyes; expands the subjects and cases entitled to transportation costs such as: Military cadets, police cadets, and cryptography cadets receiving living expenses who are foreigners; reserve officer training students for 3 months or more who have not participated in social insurance and health insurance; regular militia; ethnic minorities from near-poor households residing in communes and villages in ethnic minority and mountainous areas; People who are receiving monthly child support according to relevant laws... The Health Insurance Fund also pays 100% of the cost of health insurance examination and treatment (when going to health insurance examination and treatment according to regulations) for the following subjects: People aged 75 and over who are receiving monthly death benefits, people aged 70 to under 75 years old from near-poor households who are receiving monthly death benefits; ethnic minorities from near-poor households residing in communes and villages in ethnic minority and mountainous areas; people who are receiving monthly child support according to the provisions of law; people who are receiving monthly death benefits but are eligible for social benefits...

- One of the issues that people are concerned about is the level of health insurance benefits when going to the same hospital or going to a different hospital. Could you please tell us about this issue, which diseases are allowed to go to the same hospital without a referral letter and are still covered 100% of the health insurance benefits?
- Health insurance participants are paid 100% of the benefit when examining and treating at basic or specialized medical examination and treatment facilities in cases of confirmed diagnosis and treatment of certain rare diseases, serious diseases, diseases requiring surgery or using high technology as prescribed by the Minister of Health . Ethnic minorities and people from poor households living in areas with difficult or especially difficult socio-economic conditions, people living in island communes and island districts when examining and treating inpatients at specialized medical examination and treatment facilities are paid 100% of the health insurance benefit. In addition, health insurance participants when examining and treating at primary medical examination and treatment facilities; inpatient examination and treatment at basic medical examination and treatment facilities are paid 100% of the benefit. When examining and treating at basic and specialized medical examination and treatment facilities that have been identified by competent authorities as district or provincial level before January 1, 2025, 100% of the benefit level will also be paid.
In cases where patients with health insurance cards are diagnosed and treated for certain rare diseases, serious diseases, diseases requiring surgery or using advanced techniques as prescribed by the Minister of Health, they will be allowed to go to a different hospital without a referral letter but will still enjoy 100% of the benefits. Specifically, there are 62 diseases that are examined and treated at specialized medical examination and treatment facilities and 106 diseases that are examined and treated at basic medical examination and treatment facilities as prescribed in Circular No. 01 dated January 1, 2025 of the Minister of Health.
