The 2025 university admissions season sees many changes in the admissions plans of universities to comply with the new university admissions regulations, as well as the first group of candidates who graduated under the 2018 General Education Program.


Wider opportunities with the option of reviewing academic transcripts.

In 2025, the Vietnam Academy of Agriculture will apply four admission methods: Direct admission and priority admission as regulated by the Ministry of Education and Training (MOET); Combined admission; Admission based on the results of the 2025 high school graduation exam; and Admission based on high school academic performance. For the academic transcript review and combined admission methods, the university will accept applications in two phases. Phase 1: May 1st - June 20th, 2025, with results announced from June 25th - 28th, 2025. Phase 2: June 25th - July 30th, 2025, with results announced concurrently with the MOET's admission round. Candidates should note that the average score for the entire 12th grade year, based on a 10-point scale, of the three subjects in the chosen admission combination (with subject 1 weighted by a factor of 2, and the total score converted to a 30-point scale) plus priority points (if any) must be 21-24 points or higher. Candidates may register for a maximum of two nguyện vọng (preferences) corresponding to two groups of training programs.

Hanoi Law University announced that it plans to recruit approximately 2,650 students this academic year, an increase of about 150 compared to last year. The university plans to continue using academic transcripts from grades 10, 11, and 12 for admissions, based on specific subject combinations for each major, and will also consider the conversion of international foreign language certificates.

Several universities in the South have indicated they will allocate a significant portion of their enrollment to the academic transcript-based admission method. For example, the Ho Chi Minh City University of Economics and Finance (UEF) announced scholarships for students with an average GPA of 7 or higher. Last year, the university admitted over 6,600 students, but 70% were admitted based on academic transcripts. The Ho Chi Minh City University of Industry and Trade (HCMC UTI) plans to allocate approximately 15-20% of its enrollment quota to this method.

Ho Chi Minh City University of Technology (HCMUT) plans to discontinue the admission method based on high school transcripts from three semesters (11th grade and the first semester of 12th grade) but will retain the method of admission based on a combination of three subjects from 12th grade. According to the university, the reason for this adjustment is to ensure compliance with the draft Circular amending and supplementing several articles of the university admission regulations. This draft stipulates that when considering admissions based on high school transcripts, the results of the second semester of 12th grade must be included to allow universities to fully assess students' academic performance and conduct in high school, while also encouraging them to focus on completing their studies and achieving the best possible results in their final year.

Reforming the assessment system of the Ministry of Public Security.

The 2025 People's Public Security entrance examination will have four test codes, instead of two as in 2024. The exam consists of three parts: compulsory essay, compulsory multiple-choice, and optional multiple-choice. Candidates have 180 minutes to complete the exam. The total score for the exam is 100 points, with 25 points for the compulsory essay section and 75 points for the multiple-choice section.

Regarding the content, the compulsory essay section includes one question on social commentary, with a maximum score of 25 points. The compulsory multiple-choice section has a total of 80 questions. Of these, 70% are from grade 12 knowledge and 30% from grades 10 and 11. Questions at the knowledge and comprehension level account for 30%, at the application level for 50%, and at the higher application level for 20%. In this section, Mathematics has 35 questions with a maximum score of 35 points; History has 10 questions with a maximum score of 10 points; and English has 20 questions with a maximum score of 15 points. The optional multiple-choice section has 15 questions with a maximum score of 15 points. Candidates choose one of the following subjects: Physics (CA1), Chemistry (CA2), Biology (CA3), or Geography (CA4).

Although the admission methods have not yet been announced, based on the admission methods used by police academies in the past three years, candidates should prepare early if they wish to apply to these schools. Specifically, in 2024, the Ministry of Public Security will continue to use three admission methods for People's Public Security academies: Direct admission according to the current admission regulations of the Ministry of Education and Training and the regulations of the Ministry of Public Security; Direct admission combining international foreign language certificates with high school academic results; and Admission combining high school graduation exam results with the results of an assessment test administered by the Ministry of Public Security. Of these, the assessment test administered by the Ministry of Public Security alone attracted nearly 18,000 candidates in 2024.
