Comrade Chẩu Văn Lâm, Secretary of the Provincial Party Committee, chaired the meeting of the Provincial Party Committee to issue a resolution guiding the local leadership to transition to wartime conditions in training exercises.

Participating in the training exercises were: Comrade Chau Van Lam, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee; and leaders of provincial agencies and units.

In outlining the purpose and requirements of the training, the Chairman of the Provincial People's Committee and Head of the Exercise Organizing Committee, Nguyen Van Son, emphasized that the training process aims to bring participants closer to the actual exercise conditions, providing a basis for organizing the official exercise to achieve high results.

The comrade requested that the actors continue to provide feedback on the documents, texts, and materials during rehearsals to make adjustments, additions, and improvements. For the actors, their posture and demeanor must be quick and urgent, reflecting the emergency situation of wartime; their speeches should be concise, and they should carefully monitor the proceedings of the meeting and take full notes of the instructions given by the chairperson.

The comrade also requested that the comrades in the training framework uphold the self-awareness and exemplary conduct of cadres and Party members; leaders of agencies not participating in the provincial training framework must inspect, supervise, and participate in managing the content and training conferences for the defense exercise of their respective agencies to achieve the best results.

The comrade requested the Provincial Military Command to continue guiding the training frameworks of departments, agencies, the Fatherland Front Committee, and political and social organizations on the content and methods of organizing training; to synthesize feedback, and after the training, to further adjust, supplement, and finalize the document's content.

Representatives from Military Region 2 attended and supervised the training session.

During the training exercise, the provincial exercise framework practiced organizing conferences on: deploying the plan for implementing a state of emergency in national defense; a conference of the Provincial Civil Defense Command to approve the "adjusted" civil defense plan; and a conference of the Provincial Party Committee to issue a resolution to transition the locality to wartime.

The Provincial Party Committee's Propaganda Department practiced its operational procedures at a simulated combat base.

The agencies and units within the exercise framework also organized conferences on: discussing measures to transition agencies into a state of emergency for national defense; assigning tasks for coordinating plans to protect agencies in a state of emergency for national defense; conferences to disseminate resolutions of the Provincial Party Committee, resolutions of the Party Committee of the Provincial Agencies and Enterprises Bloc; and decisions of the Provincial People's Committee issuing resolutions to lead the transition of agencies to wartime...
