Reasons for suspending the Project on rearranging and establishing administrative units at the district and commune levels.

The Ministry of Interior is urgently coordinating with central and local agencies to advise on the development of a plan for rearranging and reorganizing administrative units at all levels and building a two-tiered model of local government organization.

Regarding Official Letter No. 618/BNV-CQĐP dated March 23, 2025, from the Ministry of Interior to localities concerning the temporary suspension of certain tasks and work related to administrative units at all levels, including the temporary suspension of submitting proposals for the rearrangement and establishment of district and commune-level administrative units as stipulated in Resolution No. 1211/2016/UBTVQH13 (amended and supplemented by Resolution No. 27/2022/UBTVQH15) and Resolution No. 35/2023/UBTVQH15, on the afternoon of March 24, in an exchange with a reporter from the Vietnam News Agency (TTXVN), Mr. Phan Trung Tuan, Director of the Local Government Department (Ministry of Interior), stated that this is to ensure the synchronized and correct implementation of the Politburo and the Secretariat's directives in Conclusion No. 127-KL/TW.

This research aims to merge some provincial-level administrative units, eliminate district-level organizations, and merge some commune-level administrative units; implement a two-tiered local model (party organization, government, mass organizations), ensuring efficiency, effectiveness, and efficiency.

According to Mr. Phan Trung Tuan, in implementing the directives of the Politburo, the Secretariat, and the Government Party Committee, the Ministry of Interior is urgently coordinating with central and local agencies to advise and submit to competent authorities the Project on rearranging and reorganizing administrative units at all levels and building a two-tiered local government organizational model; at the same time, advising the Government to submit to the National Assembly and the Standing Committee of the National Assembly the draft Law on Organization of Local Government (amended), the new Resolution of the Standing Committee of the National Assembly on rearranging administrative units and related documents, as a legal basis for implementing the merger of some provinces and cities; not organizing district-level units, rearranging and reorganizing grassroots-level administrative units (commune level) and organizing a two-tiered local government.

"The tasks related to this policy are being carried out by the Ministry of Interior and central and local agencies with a spirit of 'speed,' 'working day and night' to ensure the completion of this task according to the roadmap set out in Document No. 43-KH/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW," Mr. Tuan affirmed.

Ministry of Interior's Official Letter No. 618 requests the People's Committees of provinces and centrally-administered cities to temporarily suspend the submission of proposals for the rearrangement and establishment of district-level and commune-level administrative units in accordance with Resolution No. 1211/2016/UBTVQH13 (amended and supplemented by Resolution No. 27/2022/UBTVQH15) and Resolution No. 35/2023/UBTVQH15.

Local authorities have temporarily suspended the classification of administrative units at all levels; temporarily suspended the appraisal and acceptance of dossiers and maps of administrative boundaries at all levels (Project 513) and the creation, revision, and supplementation of dossiers and maps of administrative boundaries at all levels in accordance with the Resolution of the Standing Committee of the National Assembly on the rearrangement of each district and commune-level administrative unit in the 2023-2025 period.

At the same time, localities are temporarily suspending the construction of the Master Plan Component for district and commune-level administrative units for the period up to 2030 and with a vision to 2045, as required by Document No. 8657/BNV-CQĐP dated December 31, 2024, of the Ministry of Interior, until a new policy is issued by the competent authority.

These are tasks implemented by the locality in accordance with Conclusion No. 48 of the Politburo and Resolution No. 35/2023/UBTVQH15 of the Standing Committee of the National Assembly on continuing the rearrangement of district and commune-level administrative units in the period 2023-2030.

Therefore, according to the Ministry of Interior's official letter, only tasks currently underway under the previous Resolution of the National Assembly Standing Committee will be temporarily suspended. The development of plans to merge provincial-level administrative units, abolish district-level units, and continue merging commune-level administrative units, as per Conclusion 127 of the Politburo and the Secretariat, is still being carried out with the motto "running and queuing at the same time."

According to Conclusion 127, the study aims to merge some provincial-level units, eliminate district-level units, and merge some commune-level units; implementing a two-tiered local model (party organization, government, mass organizations) to ensure efficiency, effectiveness, and efficiency.

Minister of Home Affairs Pham Thi Thanh Tra stated that the goal is to complete the reorganization of commune-level administrative units by June 30th.

From July 1st, when certain provisions of the Constitution are amended and the Law amending and supplementing the Law on Organization of Local Government and related laws come into effect, the operation of district-level local governments will cease, transitioning to a two-tiered government model. The reorganization of provincial-level administrative units must be completed no later than August 30th.
