On May 29th, at a meeting of the Party Committee of the Ho Chi Minh City People's Committee on the city's socio-economic situation in the first five months of the year, City Party Secretary Nguyen Van Nen stated that he had directed a review of all documents the city had requested from the Ministry of Planning and Investment .

During the discussion on several issues raised at the meeting, City Party Secretary Nguyen Van Nen recalled the recent incident where the Minister of Planning and Investment informed him that the city had sent numerous "inquiry letters" regarding proposals and recommendations.

According to Mr. Nguyen Van Nen, immediately afterwards, the Standing Committee of the City Party Committee directed and the Party Committee of the People's Committee of Ho Chi Minh City followed up to clarify each issue and determine the truth of the matter... He said that after carefully reading the report, he found that the questions from the city government agencies were all reasonable.

The questions are all valid, and the answers are also logical. However, many aspects of the questions and answers remain unsatisfactory. Neither side is satisfied. This is an issue that requires careful consideration; we shouldn't generalize. Each matter should be dealt with separately. The relevant agencies must continue to review and address the issues within their respective responsibilities, ” Mr. Nên stated clearly.

The Secretary of the Ho Chi Minh City Party Committee stated that he has directed a thorough review of all documents to identify those who asked inappropriate or unnecessary questions, and will hold them accountable. He explained that this is to ensure compliance with the directives of General Secretary Nguyen Phu Trong.

The General Secretary said that in leadership, guidance, and administration, we must issue regulations and documents that are easy to understand, easy to remember, easy to implement, easy to check, correct, and easy to hold accountable. However, in this case, there are things that are unclear. We must continue to instill that spirit into our lives. Guidance must be clear if it is a legal document, and if the document is not uniformly regulated, there must be explanations and methods for its implementation, rather than just talking back and forth; we must clearly see the essence of the issue, ” Mr. Nên emphasized.

A slow start leads to a race to the finish line.

At the meeting, City Party Secretary Nguyen Van Nen also noted the issue of public investment disbursement. According to him, the city has started slowly, leading to difficulties in "overcoming obstacles, accelerating, and reaching the finish line," and a race against time will be necessary.

" When inspecting key projects like the Ring Road 3, I saw that departments and agencies had daily work schedules. However, if we had started and worked earlier, things would certainly have been different. It's not a case of 'relaxing at the beginning of the year and rushing at the end.' This is something we need to learn from, " Mr. Nên noted.

According to the head of the Ho Chi Minh City Party Committee, city leaders did not require units to disburse funds earlier because detailed plans were already in place for each specific day and month. However, he stated that this was a lesson to accelerate progress and overcome obstacles to the maximum extent in the coming period, ensuring that no further problems arise so that the city can achieve its target of over 95% disbursement of public investment funds.

Party Secretary Nguyen Van Nen noted: "A highlight of the city's departments and agencies in the past period was their coordination with government agencies to finalize the contents for submission to the National Assembly regarding the 'new Resolution 54'. To date, the efforts of the city's political system have received strong support and agreement from National Assembly delegates, citizens, the business community, and the team of scientists and experts regarding the city's proposals and recommendations."

"Our most important task now is to prepare for action once the National Assembly approves the resolution so that it can be implemented as quickly as possible ," Mr. Nên emphasized.
