On June 18, Deputy Prime Minister Nguyen Chi Dung attended the Ceremony to announce the 2025 activities of the "Creating the AI ​​Future" Initiative at the National Innovation Center (NIC).

The initiative, a collaboration between NIC and Google, has had a profound impact across the Vietnamese technology industry; not only accelerating businesses but also contributing to creating more job opportunities, successfully raising capital and expanding teams in Vietnam's competitive economic landscape. Since 2022, with a commitment to supporting Vietnam's vibrant startup ecosystem, the program has welcomed more than 500 Vietnamese startups to participate in activities such as Startup Academy, Google for Startups Accelerator and Google Startup Masterclass.

The 2025 program introduces two key initiatives designed to support Vietnam's next generation of AI startups: Google for Startups AI Bootcamp 2025 and Google for Startups AI Solutions Lab 2025.

On behalf of the Government, Deputy Prime Minister Nguyen Chi Dung highly appreciated Google Corporation for closely coordinating with the Ministry of Finance and NIC to implement the Initiative in Vietnam as well as a series of technology incubation and training activities.

This strategic cooperation is extremely meaningful, contributing to promoting Vietnam's startup and innovation ecosystem in strategic technology fields, especially AI.

This is also a practical action to concretize the policy and orientation of prioritizing research, training, incubation and application of AI in Resolution No. 57 of the Politburo on breakthroughs in science and technology (S&T) development, innovation (I&T) and national digital transformation (DCT).

Recently, this June, the Prime Minister has just issued a list of 11 strategic technology groups and 32 strategic technology product groups of Vietnam, including AI technology.

AI reshapes global value chains

The world is entering a period of profound transformation with the rapid advances of AI, semiconductors, big data, internet of things, biotechnology, new energy and especially the trend of green transformation and global digital transformation.

Deputy Prime Minister Nguyen Chi Dung said the rapid transformation of these strategic technology industries is reshaping the global value chain and changing the structure of economies, with major trends strongly impacting the fields of science and technology, innovation and digital transformation.

Specifically, investment capital for the field of science and technology and innovation is increasing; AI and artificial AI are developing faster and faster and have a strong impact on the entire economy; science and technology and innovation activities are increasingly developing based on the foundation of ecosystems, with close cooperation between the Government, institutes, schools, large corporations, startups...; competition is increasingly fierce for resources for science and technology and innovation; governments of countries are quickly adjusting policies and promoting public-private partnerships with the ambition to lead the field of science and technology, innovation, and digital transformation, especially in strategic industries such as semiconductors, AI...

"These are big challenges, but at the same time a "golden" opportunity for Vietnam to break through, catch up, progress together and rise up in the new era," the Deputy Prime Minister emphasized.

"Magic stick" for national development in the new era

In that context, the Party and Government of Vietnam have identified science and technology, innovation and digital transformation as the shortest path, a vital factor for Vietnam to realize its aspiration for rapid, sustainable, inclusive and autonomous development to successfully achieve the country's two 100-year goals. Science and technology and digital transformation are not only the driving force for economic growth, but also the inevitable path to building a prosperous Vietnam, increasing labor productivity, national competitiveness, protecting the environment, responding to climate change and improving the quality of people's lives.

The strategic role of science and technology, innovation and digital transformation continues to be consistently identified and developed into a system of policies, orientations and viewpoints that are comprehensive, inclusive and long-term in Resolution 57 of the Politburo on breakthroughs in the development of national science and technology, innovation and digital transformation, and Resolution 68 of the Politburo on private economic development.

The establishment of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, headed by General Secretary To Lam, demonstrates Vietnam's political determination to use science, technology and innovation as the "magic wand" for national development in the new era.

According to the Deputy Prime Minister, as industries are promoting digitalization, AI helps to exploit the potential of innovation, improve work efficiency and have a profound impact on the economy.

In recent years, Vietnam has achieved positive results in the development of science and technology and innovation. In 2024, according to the Global Innovation Index Report, Vietnam was ranked 44/133 countries and economies, up 2 places compared to 2023; and for 14 consecutive years, Vietnam has always had higher innovation results compared to its development level.

In particular, the construction of the National Innovation Center with many breakthrough policies is one of the bright spots of Vietnam's innovation ecosystem, contributing to raising Vietnam's innovation ranking in the world.

"However, there is still much work to be done and NIC needs to set a new mission and new goals for development. By 2030 or sooner, NIC needs to rise to the top of the region in innovation," the Deputy Prime Minister requested.

Vietnam attracts many of the world's leading technology corporations

The Government has been implementing policies to support technology research and development, focusing on building digital infrastructure; issuing policies to support investment in strategic technology projects, including AI. Since 2021, our country has issued a National Strategy on research, development and application of artificial intelligence.

From the above strong and timely policies and guidelines, many of the world's leading technology corporations have been expanding their investments in Vietnam, such as Google, Meta, NVIDIA, Qualcomm, Samsung, SK...

Regarding infrastructure for AI technology, in addition to the National Data Center being formed, many Vietnamese technology enterprises have been investing in data centers such as Viettel, FPT, CMC, preparing infrastructure for AI application development. Cooperation between domestic enterprises, institutes and schools with foreign partners to develop AI applications is being strongly implemented, typically the cooperation between Viettel, FPT, CMC, Phenika, VinGroup, CT Group with foreign partners such as NVIDIA, Qualcomm, Synopys, Cadence, Alchip...

Along with that, the Prime Minister issued the Program "Developing human resources for the semiconductor industry" with the goal of training 50,000 engineers to serve the semiconductor industry by 2030, including at least 5,000 human resources with deep expertise in artificial intelligence.

Particularly in the field of semiconductors and AI, NIC has established strategic cooperative relationships with many large corporations and technology partners in the world such as NVIDIA, Google, Meta, Intel, Qualcomm, Cadence, Siemens, Samsung, University of Arizona... to build an ecosystem and train and develop human resources in Vietnam.

Building an AI Popularization Program

Quoting General Secretary To Lam: "AI education and development cannot be delayed", the Deputy Prime Minister suggested that Google Corporation continue to closely coordinate with NIC, businesses, universities, research institutes, and experts to build visions, goals, and specific action plans for major tasks.

Firstly, actively and proactively invest in building AI training, incubation, research and development centers in Vietnam.

Second, cooperate with Vietnam to build a high-quality AI workforce.

Third, build an AI popularization program for the business community, supporting businesses in applying AI to improve efficiency and competitiveness.

Fourth, develop an AI innovation ecosystem to create a favorable environment for innovative AI ideas to be nurtured and developed.

Fifth, advise Vietnam on building and perfecting the legal framework on AI to ensure that AI is developed and applied safely, responsibly and in compliance with ethical values.

At the same time, the Deputy Prime Minister requested large domestic and foreign technology corporations, research institutes, universities, people of all walks of life and the business community to continue responding to and implementing policies and orientations on learning, developing and applying artificial intelligence, serving practically and effectively each individual, organization and the entire economy./.
