In the context of strong development of artificial intelligence (AI) technology, directly affecting all areas of economic and social life, the issue of cyber security also faces more challenges. According to Lieutenant General Nguyen Minh Chinh, Permanent Vice President of NCA (former Director of the Department of Cyber ​​Security and High-Tech Crime Prevention, Ministry of Public Security ), AI has deeply penetrated all areas, from economy to society, directly affecting sovereignty in digital space...

AI-as-a-Service (AI as a service) has been exploited by cybercriminals to create malware, fake voices, faces, texts, etc. to commit fraud, attack networks, infiltrate data systems, and even cause security instability and damage the reputation of organizations and businesses. Lieutenant General Nguyen Minh Chinh said that in cyberspace, data is a "resource", algorithms are "power" and AI has become a "soft weapon" with the power to shape reality. If not properly protected, AI systems themselves can be exploited to cause serious damage to the economy , society and national security.

Ensuring cybersecurity for AI must be a default component right from the design - operation - control stage. Only when firmly protected, AI can truly promote its value for humanity, for the safe and autonomous development of the country. Lieutenant General Nguyen Minh Chinh commented: "Developing AI is not only a science and technology task, but also a political , strategic and ethical problem. If done well, Vietnam can both take advantage of the unlimited power of AI and proactively respond to challenges."
