Many helpful suggestions

In 2023, the Vietnam Fatherland Front Committee of Tam Ky City organized a conference to provide feedback and critique on the draft decision to revoke the decisions approving the 1/500 detailed planning projects in Tam Ky City.

This is a pressing local issue, attracting the participation of many representatives from Front organizations and associations from the city to the communes and wards, and especially residents living in the area where the planned repeal is expected to take place.

Previously, the Urban Management Department advised the city to cancel 15 planning projects that were no longer feasible, including 6 projects approved by the Provincial People's Committee, 3 by the former Chu Lai Open Economic Zone Management Board, and 6 by the Tam Ky City People's Committee.

This morning, June 7th, the 9th Congress of the Vietnam Fatherland Front of Tam Ky City, for the term 2024-2029, took place. According to the report evaluating the implementation of the Resolution of the City's Vietnam Fatherland Front Congress for the 2019-2024 term, over the past five years, the organization has chaired 181 thematic supervision sessions and 73 "direct dialogue" conferences between the heads of Party committees and government with the people.

At the same time, efforts were made to persuade 1,800 households to comply with the policy on compensation, land clearance, and resettlement; and to encourage people to donate nearly 46,800 square meters of land, buildings, and trees for the implementation of projects with a total value of approximately 62 billion VND.

The conference received many opinions in favor of abolishing the regulations to ensure consistency and uniformity in management; to create conditions for localities to gradually implement investment in the construction of residential areas, resettlement and urban renovation; and to ensure that people can exercise their legitimate rights and interests regarding land and construction in accordance with current regulations.

Furthermore, Ms. Tran Thi Kim Thanh, Head of the Economic and Cultural Advisory Board of the Vietnam Fatherland Front Committee of Tam Ky City, stated that the negative consequences of stalled planning projects for the people are too great. Therefore, in addition to the 15 projects slated for cancellation that need to be resolved soon, the city should review the remaining projects in the area to determine appropriate solutions.

Also in 2023, the Vietnam Fatherland Front Committee of Tam Ky City held a review conference for the first time on a draft resolution to adjust and supplement the city's medium-term public investment plan for the period 2021-2025.

After nearly three years of implementing the plan, the mobilized investment capital decreased by more than 860 billion VND compared to the plan, leading the City People's Committee to propose to the City People's Council to adjust the medium-term public investment plan for the period 2021-2025; in which, the capital plan was reduced by 474 billion VND with 64 investment items cut; conversely, 16 project items were added.

Many opinions at the conference analyzed, evaluated, and recommended that city leaders consider clarifying the reasons, rationality, and effectiveness of the projects that were cut and the list of additional projects in order to better serve the development needs of the locality.

Sharing his thoughts on organizing a conference to gather feedback and critique the decision to revoke planning projects, Mr. Nguyen Ba, Chairman of the Vietnam Fatherland Front Committee of Tam Ky City, said that land acquisition, compensation, and resettlement work in the past has had some shortcomings.

Some projects drag on for decades, causing difficulties in daily life and affecting people's rights, leading to prolonged complaints. Therefore, this review conference aims to contribute to creating uniformity in the management work of local authorities, gradually implementing urban renovation investments; and at the same time, ensuring that people can exercise their legitimate rights and interests.

“Choosing issues that concern the people and are closely related to social life to organize debates helps bring the people's voices to the government. When organizing debates on draft resolutions adjusting and supplementing the public investment plan, the Tam Ky City Fatherland Front hopes to link it to resolving voters' requests, for example, why are the projects and works that voters have raised concerns about not included in the investment list?” - Mr. Ba analyzed.

According to assessments, the monitoring and social critique activities of the Vietnam Fatherland Front Committee of Tam Ky City have shown positive changes recently. The selected social critique topics are focused and targeted, appropriate to each locality and unit, and meet the needs and aspirations of the people.

The Vietnam Fatherland Front, from the city level to the grassroots, proactively selects and proposes draft documents, plans, and projects to the Party Committees, People's Councils, and People's Committees at the same level for social critique activities in accordance with the law. The Tam Ky City Fatherland Front has an advisory board and a team of experts knowledgeable in many fields to participate in providing high-quality feedback and critique.

“During the past term, the city level organized 9 public consultation sessions and the commune/ward level organized 55. Through social consultation activities, the will, aspirations, and ownership rights of the people were promoted in the process of formulating policies and guidelines, contributing to ensuring the necessity, rationality, feasibility, and effectiveness of policies and guidelines, meeting the legitimate demands and aspirations of the people,” Mr. Ba shared.
