In order to not let people wait for a long time or travel many times, the Party Committee and leaders of the unit launched the model "Do all the work, not work until the end of the working day" in the spirit that all legitimate requests of people, agencies, organizations and businesses are met promptly; all backlogs are thoroughly handled, not allowed to drag on or be interrupted.

Right from the beginning of the implementation, the unit has thoroughly communicated to all officers and employees: This is not a formal slogan but a consistent action criterion, demonstrating the mindset of innovative working methods to improve the quality of service to the people. At the citizen reception departments, the unit's leaders assign flexible shifts, not limited to office hours, ready to extend working hours beyond working hours, work extra hours in the evening or on holidays if the volume of documents arises is large.
Along with that, the work of classifying and processing documents is applied with maximum information technology to minimize manual operations, avoiding unnecessary errors. The unit also proactively reviews and improves internal processes, eliminating unnecessary intermediate steps to shorten processing time while still ensuring compliance with regulations. At the same time, arranges experienced and professionally solid officers to take charge of key stages to ensure both progress and accuracy and timeliness. The unit also regularly organizes weekly and monthly results evaluations to promptly detect difficulties and problems in practice, thereby having appropriate adjustment solutions, ensuring the work is always smooth and effective.
Remarkable effect
According to the Department of Administrative Management of Social Order, in the first 9 months of 2025, the unit received and processed 37,766 ID records and 4,890 seal records. Thousands of organizations and individuals were supported to process procedures on the same day, even outside of office hours. Immediately after July 1, 2025, information in the National Population Database and on the VNeID application was synchronized according to the new administrative boundaries, making the implementation of administrative procedures convenient, fast and accurate.
Implementing the policy of the Central Organizing Committee, the Ministry of Public Security and the Quang Tri Provincial Party Committee on the issuance and exchange of party membership cards on the basis of the National Population Database, the Department of Administrative Management of Social Order Police has advised the Party Committee and the leaders of the Provincial Police to direct the implementation of the peak period of issuance and exchange of party membership cards; presided over, urged and guided the commune-level police to organize the reception of applications for issuance and exchange of party membership cards for all party members in the province with the spirit of "working day and night, working extra on Saturdays and Sundays".
As a result, by the end of September 19, 2025, the whole province had received 125,592 applications for granting and renewing party membership cards for eligible party members, being one of the top localities in the country to complete the assigned target.

In particular, on the occasion of the 80th anniversary of the August Revolution and National Day September 2, the Department of Administrative Management of Social Order advised the leaders of the Provincial Police, coordinated with the Department of Finance to issue many documents to deploy and guide the commune-level police regarding the content of subjects, funding, and procedures for giving gifts to people on the social security payment software.
According to statistics on the system, as of 8:00 a.m. on September 17, 2025, Quang Tri province has updated the payment on the software: 460,955/473,202 (reaching 97.41%) cases.
According to Lieutenant Colonel Hoang Thi Hong Phuong, Head of the Department of Administrative Management of Social Order, Provincial Police: The model of "Doing all the work, not just working until the end of the working day" has created a strong change in the awareness and working spirit of officers and soldiers, overcoming the mindset of working half-heartedly and resting until the end of the working day. Thereby, it has received recognition, satisfaction and high appreciation from people, agencies, organizations and businesses.

In the coming time, the Department of Administrative Management of Social Order will continue to maintain and expand the model associated with emulation movements, peak periods and key political tasks, determined to excellently complete all assigned tasks, better serving the legitimate needs of the people, agencies, organizations and businesses”, emphasized Senior Lieutenant Colonel Hoang Thi Hong Phuong.
