Three new land policies are about to take effect.

Specifically, the regulation adds cases of exemption and reduction of land use fees and land rents effective from October 1, 2025, such as: using land to build laboratories, land to build technology incubators and science and technology business incubators, national innovation centers, national creative startup support centers, etc. In addition, the regulation on land use in concentrated digital industrial parks, effective from January 1, 2026, must be consistent with the planning, land use plan, and construction plan approved by competent authorities.

At the same time, the regulation will take effect, changing the content of "land for construction of national railway infrastructure, urban railway; land for construction of state agency headquarters for regular operations in railway stations" to "land for construction of national railway infrastructure, local railway; land for construction of state agency headquarters for regular operations in railway stations". At the same time, a new regulation will be added: " The Government regulates the management and use of land for railways".
