Each official and civil servant who quits their job due to reorganization will receive additional support of up to 1.1 billion VND.

(NLDO) - In addition to the support level according to Decree 178/2024, each cadre and civil servant in Ho Chi Minh City who quits his job due to reorganization can receive a maximum support of 2.7 billion VND.


On the afternoon of February 20, the 10th term of the Ho Chi Minh City People's Council, 2021-2026 term, opened its 21st session (special session). Attending the meeting were Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen.

At the meeting, the HCM City People's Council delegates passed a Resolution regulating additional support for cadres, civil servants, public employees, and workers when implementing apparatus rearrangement, restructuring, and administrative unit rearrangement; people in charge of Party work at 100% state-owned enterprises, and cases where they do not meet the age requirements for re-election or reappointment to hold positions and titles according to their terms.

The Resolution takes effect from February 20, 2025.

The 10th Ho Chi Minh City People's Council, term 2021-2026, opened its 21st session (special session) on the afternoon of February 20.

Thus, in addition to the support policy under Decree 178/2024, the personnel subject to the streamlining when arranging the apparatus of Ho Chi Minh City will enjoy additional support under the new resolution. The additional support policy of Ho Chi Minh City is close to Decree 178.

This also helps stabilize psychology, creating conditions for affected people to be proactive, have backup resources, and ensure living expenses while looking for a job after downsizing.

Additional 12 months salary support

Additional support for cadres and civil servants who retire before the prescribed age or quit their jobs is divided into 3 levels, corresponding to the working time.

Specifically, those with less than 2 years of work remaining will receive 2 allowances: 12 more months of current salary; 6 more months for the first 20 years of work, from year 21 onwards, receive an additional half month's salary.

People with 2-5 years of work remaining receive 3 additional allowances: 12 more months of salary; 6 more months of salary for each year of early retirement; 6 more months of salary for the first 20 years of work, and half a month's salary from the 21st year onwards.

In case of remaining 5-10 years of work, receive 3 payments: 12 more months salary; 5 more months salary for each year of early retirement; 6 more months salary allowance for the first 20 years of work, from the 21st year onwards receive half a month salary.

Explaining the division of additional support levels into 3 frameworks, the Ho Chi Minh City People's Committee said that it is to specify the support levels so that affected subjects can grasp information about policies and proactively choose options when implementing organizational arrangements. In particular, cases with less than 2 years of work remaining are superior to the general regulations to encourage them and avoid comparison with other cases.

Leaders receive 2 times more allowance

In case of resignation as prescribed in Article 9, Article 10 of Decree 178, an additional 18 months of salary will be granted; an additional 1.5 months of salary for each year of work; and an additional 6 months of salary to find a job.

In the case of managers of state-owned enterprises or full-time Party officials in 100% state-owned enterprises, the Ho Chi Minh City People's Committee proposes to provide an additional 3 months of regional minimum wage for each year of work. The additional support level is based on the enterprise's ability to balance, funding from the unit's revenue from career activities and other legal sources.

For other additional support regimes arising from practice, cadres who extend their working time will be supported with a one-time retirement allowance equal to 30 months' salary.

When cadres, civil servants, and public employees in leadership and management positions leave their positions or hold lower positions, they are entitled to an additional allowance equal to twice the previous leadership position allowance until the end of their term or appointment period.

Ho Chi Minh City will provide one-time support equal to 10 months of salary for cadres, civil servants and public employees assigned to work at the commune level for 3 years. In case of being assigned to work at a district-level public service agency or unit, they will receive one-time support equal to 5 months of salary.

For cases eligible for early retirement under Article 3 of Decree 177/2024, Ho Chi Minh City proposes to provide an additional 6 months of salary for each year of early retirement; 6 months of salary for the first 20 years of work, and half a month's salary from the 21st year onwards.

According to calculations by the Ho Chi Minh City People's Committee, the number of cadres, civil servants, public employees, and workers who need additional support when streamlining and reorganizing the apparatus is about 7,159 people.

The total budget that Ho Chi Minh City needs to allocate is nearly 17,000 billion VND. Of which, it is estimated that each cadre, civil servant, and public employee will be paid nearly 2.7 billion VND/person, including nearly 1.6 billion VND paid according to the early retirement regime stipulated in Decree 178 and more than 1.1 billion VND in additional support according to the Resolution of the Ho Chi Minh City People's Council.

Implementation principles

Ensure that no later than 5 years from the effective date of the decision on organizational structure arrangement of the competent authority, the number of leaders, managers and the number of cadres, civil servants, public employees and workers in agencies, organizations and units in the city's political system are arranged in accordance with regulations.

A subject eligible for many additional support regimes under different Resolutions of the Ho Chi Minh City People's Council shall only be entitled to the highest additional support regime.
