Transform environmental protection into a nationwide movement.
Faced with the increasing challenges from environmental pollution, household solid waste, plastic waste, water and air pollution, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has developed a plan to launch the emulation movement "All people join hands to protect the environment, for a green, clean and beautiful Vietnam" nationwide.

The movement is being implemented to concretize the spirit of the Resolution of the 14th National Congress of the Communist Party of Vietnam, the Action Program of the Vietnam Fatherland Front for the 2026-2031 term, and Government Resolution No. 394/NQ-CP on launching a nationwide movement to participate in environmental protection, minimizing waste generation, sorting, collecting, and processing waste for a bright, green, clean, and beautiful Vietnam. According to the plan, environmental protection is not only the responsibility of state management agencies but also needs to become a regular action of every citizen, every family, residential area, agency, school, and enterprise.
Mr. Cao Xuan Thao, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, said that the movement was built with the goal of creating a real change in the awareness and actions of the community, aiming to form a civilized and environmentally friendly lifestyle. "To succeed, it requires the joint efforts of all levels, sectors, organizations, and every citizen," Mr. Cao Xuan Thao emphasized.
According to leaders of the Vietnam Fatherland Front, many environmental protection models such as "Green Sunday," "Green, Clean, and Beautiful Residential Areas," "Families with 5 No's and 3 Cleanliness Standards," "Civilized Streets Free of Litter," and "Fields Free of Waste" have been effectively implemented in recent times. However, these activities are still fragmented, lack coordination, and have not truly formed lasting habits within the community.
Launching a unified nationwide movement is expected to create a stronger ripple effect, mobilizing the participation of the entire society in environmental protection, while contributing to the achievement of the country's green growth and sustainable development goals.
Each family and business is a 'green nucleus'.
A notable aspect of the Project is the development of a specific system of emulation criteria for each target group, ensuring ease of implementation, evaluation, and avoiding formality. Accordingly, the movement focuses on five target groups: families; residential areas; communes and wards; agencies, units, and schools; and businesses and production facilities.
For households, the key criteria include maintaining "clean house - clean kitchen - clean alley"; avoiding littering; implementing waste sorting at source; minimizing plastic waste; and developing green spaces within living areas. In residential areas, the movement aims to eliminate illegal dumpsites, prevent prolonged waste accumulation, build green, clean, and beautiful streets, and promote the effectiveness of self-governing environmental groups.
At the commune and ward level, the requirements include organizing effective waste collection and treatment; maintaining the landscape along roads, canals, rivers, lakes, and beaches; and regularly organizing environmental sanitation campaigns in the area. For agencies, schools, and public service units, the movement encourages the creation of a green, clean, and beautiful working environment; promoting awareness and education on environmental protection; and fostering a green lifestyle among officials, civil servants, employees, and students.
Notably, the business sector is identified as one of the key forces in achieving the goal of reducing waste generation and promoting green production. According to the plan, businesses and production facilities need to effectively implement five key areas: complying with environmental protection laws; managing and treating waste according to regulations; minimizing waste generation; applying clean technologies in production; and creating a green, clean, and beautiful working environment.
This is also particularly significant in the context of the business community accelerating green transformation, implementing environmental standards in the supply chain, and meeting the increasingly stringent requirements of the export market.
To ensure the movement is truly effective, the Vietnam Fatherland Front will coordinate with ministries, sectors, and localities to develop specific evaluation criteria; organize inspections, supervision, preliminary and final reviews, and periodic awards for exemplary models. In addition, member organizations such as the Vietnam General Confederation of Labor, the Vietnam Farmers' Association, the Youth Union, the Vietnam Women's Union, and the Vietnam Veterans Association will implement programs tailored to each target group, contributing to the widespread dissemination of the movement throughout society.
According to Mr. Cao Xuan Thao, the most important thing is to turn small actions into regular habits for each citizen. From sorting waste at source, limiting the use of single-use plastics, maintaining cleanliness in residential areas to building green living spaces, all contribute to improving environmental quality and enhancing the quality of life. With the participation of the entire political system, the business community, and the people, the movement is expected to create a strong transformation in environmental protection, contributing to building a greener, more sustainable, and more livable Vietnam in the coming years.
The official call to action from the Vietnam Fatherland Front will be announced at the national launch ceremony for World Environment Day, World Ocean Day, the Month of Action for the Environment, and Vietnam's Sea and Islands Week in 2026, and simultaneously launching the movement "All citizens join hands to protect the environment, for a green, clean, and beautiful Vietnam" on June 6th.
