A journey for the people

In his work, Deputy Director of the Department of Internal Affairs Huynh Tan Phi maintains a principle: the people's affairs must not be delayed. For him, each file of a person who has rendered meritorious service is a part of the nation's memory that needs to be cherished; serving those who have rendered meritorious service is a journey of gratitude to those who have sacrificed for the Fatherland.

Dedicated to those who have rendered meritorious service.

Mr. Huynh Tan Phi spoke on the phone, his voice firm yet approachable: "Please check the files again. Why haven't the burial procedures for this family been completed yet?" Then he listened, noting down each task that needed to be addressed. Earlier, the family of the deceased had met with him to express their frustration because the local authorities had not yet signed the confirmation for the deceased's burial at the cemetery.

Mr. Phi invited them to sit down, listened to each presentation, noted their questions, and simultaneously called the local authorities: "Please check the NCC's file immediately and coordinate so that the family can exercise their rights." Then he guided the NCC's family through the remaining procedures. Just a few hours later, the file was verified, and everything was resolved completely. Mr. Phi continued to review other files, his gaze focused, showing that for him, each case was important and he had a responsibility to resolve it.

From June 2022 to July 2023, Mr. Phi served as Deputy Director of the Department of Labor, War Invalids and Social Affairs of Kien Giang province. After the province's merger, Mr. Phi assumed the role of Deputy Director of the Department of Internal Affairs, in charge of policies for war invalids and martyrs. Rain or shine, Mr. Phi always visited the families of war invalids and martyrs, meticulously discussing matters with local officials. He consistently reminded his subordinates: "Policies for war invalids and martyrs cannot be delayed or flawed. If anyone still has problems, report them immediately so they can be resolved." His words were always accompanied by action. When the former Kien Giang province surveyed 5,600 houses belonging to war invalids and martyrs that needed repair or reconstruction, he and the working group visited each family, observed the houses, inquired about their living conditions, and recorded the actual situation. After re-examination, more than 1,000 houses were found to genuinely need repair or reconstruction. Mr. Phi personally proposed reasonable solutions, ensuring fairness and effectiveness.

Besides being in charge of housing for war invalids, he also advises on the burial of martyrs; resolves complaints and denunciations related to war invalids; manages martyrs' cemeteries… Mr. Vo Van Mong - Deputy Head of the War Invalids Department, Department of Internal Affairs shared: “Mr. Huynh Tan Phi is dedicated and responsible in social welfare work and caring for war invalids. The most valuable thing is that he goes to each family, sees the situation firsthand, and listens to the people. When there are problems with the files, he directly discusses and explains so that people understand and feel reassured.”

Close to the people, attentive to their needs.

Before moving to the Department of Internal Affairs, from 2020 to May 2022, Mr. Phi was the Deputy Secretary of the District Party Committee and Chairman of the People's Committee of Vinh Thuan District. Colleagues in Vinh Thuan still remember him inspecting aquaculture facilities, stopping, bending down, and asking each farmer: "Is the market stable? Do you need any support?"

Under the leadership of Mr. Huynh Tan Phi, the picture of Vinh Thuan gradually took on a brighter hue. In 2020, despite facing numerous difficulties due to the pandemic and market fluctuations, the district's economy maintained stable growth. Aquaculture models received technical support; many households switched livelihoods and increased their income. Planning and land management were tightened.

Beyond focusing on the economy, Mr. Phi also devoted much of his efforts to education , healthcare, and social welfare. Programs supporting impoverished students and providing healthcare for people in remote areas were implemented comprehensively and on schedule. The New Rural Development program was accelerated, with investments in upgrading transportation infrastructure, schools, and health stations. The face of rural Vinh Thuan changed daily, creating a foundation for sustainable local development. In meetings of the District Party Committee Standing Committee, he often reminded officials: "Policies must be practical, not just numbers on paper, but must reach the people directly."

In 2021, he and the district leaders focused on resolving outstanding issues. Many cases, ranging from basic infrastructure and finance to environmental issues, had dragged on for years, and he personally monitored and urged their resolution. Each case was thoroughly reviewed and handled fairly and reasonably, preventing prolonged delays that could cause public dissatisfaction.

Regardless of his position, Mr. Phi always maintained a dedicated, responsible, and people-oriented work ethic. Wherever he went, people still remember the image of a humble leader who always listened, was ready for dialogue, and was not afraid to visit individual households and construction sites in person. His dedication and thorough work style have become "Huynh Tan Phi's hallmark."
