At the Workshop on the Construction Planning of Me Linh District to 2030, with a vision to 2050, Mr. Nguyen Thanh Liem, Secretary of the Me Linh District Party Committee, Hanoi, said that the task of planning the construction of the District is an important political task with top priority, playing a leading role in the comprehensive development of sectors, fields and orienting the development of the local socio-economic space.

Building Me Linh district as a driving force for socio -economic development of the Capital, orienting economic development towards balance and sustainability, as a premise for upgrading the district to a District (or City directly under the Capital); proposing planning for urban space organization, rural residential areas, technical infrastructure framework system, social infrastructure, industrial and agricultural services.
Develop a framework infrastructure system for rural areas, ensuring connectivity with urban development areas according to the Master Plan for Capital Construction.
In addition, Me Linh will be built into an urban area of industry, services and ecological agriculture combined with high technology. By 2030, Me Linh will become a developed area of the City, with basically complete economic and social infrastructure, rural areas will be renovated and developed to ensure the criteria according to the new rural model, and a number of green urban areas and ecological urban areas will be built and developed.
The Secretary of the Me Linh District Party Committee emphasized that this planning for the construction of the District Region is an opportunity for Me Linh District to study and calculate competitive advantages and regional advantages, taking the Beltway 4 axis and Noi Bai International Airport as advantages, thereby studying and planning Me Linh District to become an international trade center of the region, a center of knowledge and innovation, scientific research, technology transfer, high-tech industry, trade, services, logistics, tourism, resorts, and healthcare of national and regional stature.
Meanwhile, a representative of the Hanoi Institute of Construction Planning (QHXD) proposed a construction plan for the Me Linh District area, which is expected to develop according to the model: One axis - Two wings - Five connecting corridors.
One of the driving forces is Ring Road 4, with two development wings including: West Wing: Area focusing on rural agricultural development, eco-tourism services, new urban areas...; East Wing: Area focusing on urban - industrial development, District administrative center, commercial service center...

According to the proposal of the Hanoi Institute of Urban Planning and Construction, Me Linh is divided into 5 functional zones and spatial organization.
Specifically, zone 1: Urban development zone, urban population, district administrative center, commercial and financial service center, training and entertainment office, park and residential area.
Zone 2: Urban development zone, urban population, district administrative center, commercial and financial service center, training and entertainment office, park and residential area.
Zone 3: Agricultural and rural areas on the outskirts of Hanoi; urban agricultural development areas and land reserves of the District. Communes are planned in accordance with the planning of rural residential areas linked with neighboring urban development planning areas, first of all the transportation system.
Zone 4: Green space area linking urban development areas, agricultural areas and rural areas.
Zone 5: Red River landscape area with green water space creating green corridors along both sides of the Red River, urbanized residential areas, and rural residential areas.

Speaking at the workshop, former Deputy Prime Minister Trinh Dinh Dung highly appreciated the planning proposal of the Hanoi Institute of Urban Planning and Development, and emphasized that Me Linh district has a very important position.
As a locality responsible for the urban balance, satellite city of Hanoi city center. In the future, Me Linh will continue to develop into a district and needs to be oriented to develop into a city within a city.
With the function of being a satellite city and a counterweight city of Hanoi, Me Linh needs to focus on exploiting its potential advantages, taking industrial development as the foundation.
